Por FactBox Admin

The University of Extremadura (UEx) has announced internal promotion selection tests to fill 28 positions across seven scales of its administrative and service civil service staff, using the competitive examination system (concurso-oposición). The calls, signed by the Management of the UEx on September 23, 2026, are published in the Official Gazette of Extremadura (DOE) no. 193, dated October 6, 2026, within Section II, Authorities and Personnel.
The seven resolutions are issued in exercise of the delegation of powers attributed to the Management by the Rector via the Resolution of June 1, 2023 (DOE of June 8), and under article 3.2.j) of Organic Law 2/2023, of March 22, on the University System, and the University Statutes, approved by Decree 163/2026, of September 9. The process is further governed by the revised text of the Law of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015), Law 13/2015, of April 8, on the Public Service of Extremadura, and the general bases of the Resolution of May 16, 2022.
The seven scales announced
The joint offer amounts to 28 positions, all of which are reserved for career civil servants of the university itself:
- Management Technicians Scale: 3 positions (ref. 2026062486).
- Laboratory Assistant Technicians Scale: 6 positions, 3 for the biomedical-scientific field and 3 for the scientific-technical field (ref. 2026062487).
- Service Management Scale, Informatics and Telematics Specialty: 5 positions (ref. 2026062488).
- Service Assistant Technicians Scale (Physical and Sports Activity): 3 positions (ref. 2026062489).
- Archives, Libraries and Museums Assistants Scale: 4 positions (ref. 2026062490).
- Senior Technician Scale (Laboratory): 4 positions, 2 scientific-technical and 2 biomedical-scientific (ref. 2026062493).
- Senior Technician Scale (Informatics): 3 positions (ref. 2026062495).
Requirements and submission of applications
Applicants must be career civil servants in the scale immediately below the one they are promoting to, have a permanent assignment at the UEx, and prove at least two years of active service in the corresponding subgroup. The required qualification varies by scale: Degree, Licentiate, Engineering, or Architecture for Management Technicians and Senior Technicians, and Diploma, Technical Engineering, or Degree for Assistant Technicians.
The application period is twenty business days starting from the day following the publication of each call in the DOE. Applications shall be addressed to the Magnificent Rector of the University and may be submitted at the General Registry of the UEx, in Badajoz and Cáceres, or electronically via the ORVE Network and the SARA network Electronic Registry, addressed to the Personnel Management Section for Administration and Services. The form is available on the university’s electronic office.
Qualifying Tribunals
Each call includes in its Annex II the qualifying tribunal, with permanent and substitute members, which will be based at the UEx Rectorate, Human Resources Area (Plaza de los Caldereros núm. 1, 10003 Cáceres). The presidency is held by:
- Enrique Pandiella Hevia, official of the Management Technicians Scale, for the Management Technicians call.
- José Antonio Perea Ayago, Vice-Manager of Human Resources, for the Laboratory Assistant Technicians and Senior Technician (Laboratory) calls.
- Juan Francisco Panduro López, Manager of the University, for the Service Management (Computing and Telematics), Service Assistant Technicians (Physical and Sports Activity), Archives, Libraries and Museums Assistants, and Senior Technician (Computing) calls.
The members are officials from the superior and management scales of the UEx, and members must recuse themselves if any of the causes in Article 23 of Law 40/2015, of October 1, apply, or if they have tutored applicants in the previous five years.
Selection System and Calendar
The procedure consists of a competitive examination phase, valued up to 60 points and of an eliminatory nature, and a merit-based phase, non-eliminatory and valued up to 40 points. The examination includes a first written development exercise on two topics, lasting 180 minutes, and a second exercise on practical cases, lasting 150 minutes; both require a minimum of 15 points out of 30. The merit phase evaluates seniority and the consolidated personal grade.
Once the application period has ended, the Management will publish the provisional list of admitted and excluded candidates in the DOE within a maximum of two months, with ten business days to rectify errors. Fifteen business days later, the lists will be made final, and the location and start date of the exercises will be set.
The call directly affects the administrative and services civil service personnel of the UEx, opening a path for internal promotion in seven technical and management scales. The positions are linked to the coverage of the university’s structural needs, and its resolution will end the administrative route, with the possibility of an appeal for reversal before the Rectorate or a contentious-administrative appeal before the High Court of Justice of Extremadura.
