Por FactBox Admin

The City Council of La Solana has announced selective tests to fill one permanent civil servant position as Human Resources Technician, group A2, through a competitive examination and merit-based system (concurso-oposición) with open access. The rules were approved by resolution of the delegated councilor for Finance, Human Resources, and Procurement no. 2026/1874, of October 26, 2026, and are published in the Official Gazette of the Province of Ciudad Real no. 215, of November 6, 2026 (announcement number 3595, pages 10472 et seq.). The deadline for submitting applications is twenty business days from the day following the publication of the call announcement in the Official State Gazette.
The position, corresponding to file no. 116 of the Job Position List, is included in the public employment offer for the 2025 fiscal year, approved by decree no. 2025-25133, of December 10, 2025 (BOP no. 241, of December 15, 2025), and is vacant within the Council’s personnel staff. The call complies with Royal Legislative Decree 5/2015, which approves the Revised Text of the Basic Statute of the Public Employee, as well as state and Castilla-La Mancha equality regulations. The rules were signed in La Solana on November 3, 2026, by the delegated councilor, Ramón Gallego Castaño.
Requirements, fee, and submission of applications
Those who meet the required criteria at the close of the deadline may participate: Spanish nationality or nationality of a member state of the European Union, be at least sixteen years of age and not exceed the maximum compulsory retirement age, and hold a university Degree, Diploma, Technical Engineering or Technical Architecture degree, or equivalent.
- Fee: 30.00 euros, in accordance with Fiscal Ordinance no. 37 (BOP no. 253, of December 31, 2024), via transfer to IBAN ES57 0182-1083-2300 1050 0002 of BBVA, indicating the selection process in the concept field.
- Exemptions: job seekers for at least the month prior to the announcement, under the conditions provided for in Law 55/1999, and persons with a disability of 33% or higher.
- Documentation: application according to the model in Annex II (available at www.lasolana.es), ID or passport, academic degree, proof of fee payment, claimed merits and, if applicable, a professional technical certificate.
- Submission: preferably electronically, or through the channels established in article 16 of Law 39/2015.
Failure to pay the fee or submission after the deadline cannot be rectified and will result in exclusion.
Two phases: examination with 75% weight and merit competition with 25%
The competitive examination consists of two eliminatory exercises. The first is a theoretical questionnaire of 100 multiple-choice questions with four alternative answers, plus five reserve questions, for a maximum of 120 minutes based on the syllabus of Annex I; it is graded from 0 to 15 points, requires a minimum of 7.5, and each correct answer is worth 0.15 points, with a penalty of one-third for each error. The second is a practical test consisting of two cases to be chosen from three, graded from 0 to 5 points with a minimum of 2.5.
The merit phase, to which only those who pass the competitive examination proceed, cannot contribute more than 5 points:
- Training: 0.005 points per hour in courses of at least 20 hours linked to public service, personnel, labor law, payroll, risk prevention, or equality, with a maximum of 3 points.
- Additional qualifications: 0.50 points per bachelor’s degree, degree, or doctorate and 0.25 per diploma.
- Experience: 0.40 points per year in public administrations and 0.20 per year in private companies, with a cap of 2 points.
Ties will be resolved by the score of the first exercise, then by the practical test, and then by experience, with a public draw as the final criterion.
Grading Tribunal and Process Calendar
The tribunal will be appointed by the mayor from among public administration personnel and will have first-class status in accordance with article 30.1.a) of Royal Decree 462/2002. It consists of a titular and substitute president, officials of the City Council of La Solana; a secretary, with voice but no vote; and four members, one proposed by the Regional Government of Castilla-La Mancha, one by the Provincial Council of Ciudad Real, one by another city council, and one by the Council itself.
Once the deadline has expired, the mayor will approve the provisional list of admitted and excluded candidates within one calendar month, which will be published in the BOP, the notice board, and the municipal website. The correction period is open for ten business days and, from the final list onwards, the remaining announcements will be disseminated only on the electronic notice board and at www.lasolana.es, the latter prevailing for the purpose of calculating deadlines. An appeal for reversal may be filed against the final list within one month, or a contentious-administrative appeal within two months.
Impact for Candidates in the Region
The call for applications includes a human resources technician position in a medium-sized city council in the province and arrives with a calendar conditioned by publication in the Official State Gazette, therefore interested parties must monitor both that announcement and the municipal electronic notice board. The combination of an extensive syllabus, an eliminatory practical test, and a merit scale limited to five points makes it necessary to prepare the supporting documentation for courses and employment history in advance, which is valued with reference to the application closing date.
