La Seu d'Urgell and Nostraigua announce public job banks

The La Seu d’Urgell City Council and the Nostraigua Local Public Business Entity have opened respective selection processes to establish job banks intended to cover temporary staffing needs. The calls for applications are published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9735, of August 21, 2026, with official references CVE-DOGC-A-26230034-2026 and CVE-DOGC-A-26226048-2026.
Two calls, two profiles
Decree 2026/0785, of August 13, 2026, approves the bases of the selection process of the La Seu d’Urgell City Council to establish a job bank for administrative staff (subgroup C1), as interim civil servants or temporary labor personnel, through an open competition system. The job bank is valid for two years and is organized into three interconnected sectoral compartments:
- Bank A (Economic-Financial Area / Audit and Treasury): support for accounting, collection, and Treasury operations.
- Bank B (Legal-Administrative Area / Secretariat): public procurement, human resources, urban planning, and collegiate bodies.
- Bank C (General): ordinary administrative management, citizen services (OAC), and registry.
Applicants may request participation in one, two, or all three compartments in a single application. The competition phase is valued up to 7 points and the competency interview up to 3 points, with tie-breaking criteria that include gender measures.
For its part, EPEL Nostraigua, through a resolution of its Vice President dated August 11, 2026, approves the specific bases to select a senior Law technician (group AD1, assigned to the Legal Service), as permanent labor personnel, by open competitive examination and the establishment of a job bank. The call is governed by the general bases for the entity’s personnel, published in the BOPT of February 15, 2023, and in the DOGC no. 8857 of February 17, 2023.
Deadlines and submission of applications
In both processes, the deadline for submitting applications is 20 business days starting from the day after the publication of the announcement in the DOGC (and, in the case of Nostraigua, in the BOPT, taking the latest publication as reference). Applications should preferably be submitted electronically:
- At the electronic office of the La Seu d’Urgell City Council (www.laseu.cat).
- At the electronic office of EPEL Nostraigua (nostraigua.eadministracio.cat) or on the website of the Mont-roig del Camp City Council, by appointment at the offices on Riudoms Street, 21.
General requirements include the qualification corresponding to the subgroup (Baccalaureate or equivalent for C1; higher degree in Law for AD1) and accreditation of C1 level Catalan language proficiency, with an exemption for those who already possess the certificate.
Planned calendar
For the senior legal technician position in Nostraigua, the final call for applications is expected to be published within approximately 60 calendar days (late October 2026), and the opposition phase tests are scheduled for late November 2026, provided that the entity’s human resource needs allow it. The rules for the Seu d’Urgell job bank are open and permanent throughout its 2-year validity, with the possibility of opening time windows for submitting applications every six months.
