The Secretariat of Mining approves the new Mining Investment Registry

The Mining Secretariat of the Ministry of Economy approved the system known as the Mining Investment Registry (RIM), through Resolution 68/2026 (official reference RESOL-2026-68-APN-SM#MEC), published in the Official Gazette of the Argentine Republic on August 19, 2026. The regulation, signed by Secretary Luis Enrique Lucero, adapts Resolution 30/2018 to Decree 482/2026 and comes into effect upon its publication.

The measure is issued within the framework of Law 24,196, which establishes the Investment Regime for Mining Activity, and its regulations, whose annex was replaced by Decree 482 of June 22, 2026, with the aim of simplifying procedures, reducing bureaucratic burdens, and strengthening legal certainty. Article 3 of that decree required the Enforcement Authority to issue complementary regulations within sixty calendar days.

A single registry per CUIT

The new RIM replaces the previous scheme and registers beneficiaries using their Unique Tax Identification Code (CUIT), assigning a unique identification code to each mining project. The annex of Resolution 30/2018 is replaced by the new annex (IF-2026-75963547-APN-DNIM#MEC), which details the procedures for registration, updating, modification, and cancellation.

  • Beneficiaries providing mining services must establish an electronic legal domicile in their first annual submission.
  • Sworn declarations shall be submitted individually for each mining project.
  • The National Directorate of Mining Investments will notify interested parties of the necessary adjustments for ongoing procedures.

Mandatory Environmental Insurance and articulation with the RIGI

The resolution regulates the procedure and requirements for the submission of the Mandatory Environmental Insurance (SAO), an instrument that complies with the provision of Article 23 of Law 24,196, harmonized with Law 25,675 (General Environmental Law). Likewise, it adapts the procedures for processing the special CUIT assigned to Single Purpose Vehicles (VPU) of the RIGI (Law 27,742), guaranteeing registration continuity between both promotion regimes.

Repeal of four resolutions

In line with the bureaucratic simplification process, the regulation nullifies Article 4 of Resolution 30/2018 and repeals four resolutions as they are no longer current:

  • Resolution 191/1996 of the former Secretariat of Industry, Trade, and Mining.
  • Resolution 6/2019 of the former Secretariat of Mining Policy.
  • Resolution 118/2020 of the Mining Secretariat.
  • Resolution 195/2021 of the Mining Secretariat.

The measure will apply to procedures in progress upon its entry into force, with the exception of sworn declarations submitted previously, which will be resolved in accordance with the regulations in effect at the time of their submission.

The new regulation unifies all beneficiaries of Law 24.196—mining project holders, service providers, and public sector agencies—into a single computer registry, which strengthens the control and oversight of mining activity throughout the country and provides predictability for investments in the sector.
