Por FactBox Admin

The Regional Ministry of Culture, Tourism, Sport and Youth has resolved the granting of youth emancipation subsidies for training for young people for the 2026 financial year, for a total amount of 509,355.70 euros. The decision was signed by the counselor José Luis Pérez Pastor on October 26, 2026, through Resolution 571/2026. The text is published in the Official Gazette of La Rioja no. 211, of November 2, 2026, with code III.4086 and reference 202610280125268, and occupies 74 pages of annexes (18470 to 18543).
The resolution is issued under Law 38/2003, of November 17, General Subsidies Law; Decree 14/2006, of February 16, regulating the legal regime of subsidies in the regional public sector; and Order 5/2017, of June 7, which approves the regulatory bases regarding Youth. The call for the financial year corresponds to Resolution 517/2026, of March 24.
The file accumulates these procedures:
- Report from the instructing body of August 24, 2026, regarding the fulfillment of requirements.
- Minutes of the Evaluation Commission of August 25, 2026.
- Provisional resolution proposal of August 24, published on August 25 on the Notice Board of the Government of La Rioja, with a correction of errors on August 26 that opened a hearing process of ten business days.
- Report from the Youth Promotion Service of September 14 and minutes of the commission of September 16 with the final annexes.
- Favorable prior audit by the Comptroller’s Office of October 23, 2026.
Nearly half a million euros in two items
The resolution orders the expenditure charged to two different budget applications:
- 129,866.02 euros for non-formal training, charged to item 07.04.2711.480.01.
- 379,489.68 euros for obtaining driving licenses, charged to item 07.04.2711.480.11.
The driving license item therefore concentrates nearly three-quarters of the total authorized expenditure.
Percentages according to the type of training
Annex I details the grants awarded and incorporates two valuation scales: scoring criteria for courses and points for driving licenses. The applicable subsidizable percentages are:
- Non-formal education and competitive examination preparation courses: 28%, 32% or 36.60% of the cost, depending on the score obtained (10, 15 or 20 points).
- Class B driving license: 16.50% of the cost.
- Class A driving license: 12%.
- Professional licenses and certificate of professional competence (CAP): 23%.
In the most repeated case in the tables, a Class B license with a recognized cost of 1,500 euros, the subsidy amounts to 247.50 euros. In training, a competitive examination preparation course of 1,100 euros with 15 points translates into 352 euros of aid.
26 denied, 28 inadmissible and 13 withdrawals
Along with the grants, the resolution denies, rejects, and declares withdrawn several applications, with the causes detailed in each annex:
- Annex II, denied (26 records): because the project was not among the eligible concepts (cause 01), because the activity had a cost of less than 100 euros (cause 04), because the training took place outside the eligible period (cause 20), or because it was not an eligible concept according to Order 5/2017 (cause 00). Among the rejected projects are formal university education courses, language exams, driver’s license exam fees, and driving school practices.
- Annex III, rejected (28 records): mostly because the applicant was not up to date with their tax obligations with the regional Treasury or with the State Agency of Tax Administration, several due to debts with Social Security, one for submitting the application after the deadline, and another for not meeting the age established in the call.
- Annex IV, withdrawn (13 records): due to express waiver or failure to submit the required documentation following the request for correction, in accordance with article 10.1 of the Basic Order and article 68.1 of Law 39/2015.
Notification effects and appeal process
Publication in the BOR serves as notification, in accordance with article 45.1.b) of Law 39/2015, and is the moment from which beneficiaries may begin the justification within the deadlines of the eleventh section of Resolution 517/2026. The resolution ends the administrative process according to article 45.1.f) of Law 4/2005 of La Rioja.
An optional appeal for reversal may be filed with the counselor within one month from the day following the notification, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months.
The relevance of the publication is twofold: it ends the uncertainty for the young people of La Rioja who applied for aid for courses or for a driver’s license, who now know the amount and percentage granted, and it activates the expenditure justification calendar, upon which the actual payment of the amounts listed in Annex I depends.
