The Penedès-Garraf Mancomunitat tenders the waste transfer station

The Mancomunitat Penedès-Garraf has initially approved the cost structure and the price revision formula that must govern the new mixed service and supply contract for the management and operation of the waste transfer plant, a preliminary step to the tender. The resolution bears number DEC-0342-2026, dated September 13, 2026, and reference CVE 202610140981, and is published in the Official Gazette of the Province of Barcelona on September 18, 2026. The agreement is subject to public consultation for 20 business days to allow for the submission of allegations.
The decree was issued by the Presidency of the Mancomunitat, signed by Juan Luis Ruiz López, and has the favorable technical report of the head of the Waste Service, David Martínez Raventós. The processing is divided into two files: 1403-0395/2026, relating to the cost structure and the revision formula, and 1403-0613/2026, corresponding to the contract tender. The applied legal regime is article 103 of Law 9/2017, of November 8, on Public Sector Contracts, Law 2/2015, of March 30, on the de-indexing of the economy, and Royal Decree 55/2017, of February 3.
An eight-year contract and 2.6 million in initial investment
The object of the contract comprises the comprehensive management, operation, and operational maintenance of the plant, the differentiated transport of waste flows to the destination facilities, the management of leachates, control, traceability, and registration systems, and the actions for adaptation, improvement, and modernization of the facility. The main economic figures are:
- Duration: 8 years, without the possibility of extension.
- Planned start: March 1, 2027, or the date of formalization if later.
- Considered initial investment: €2,619,175.40.
- Estimated contract value (VEC): €44,622,398.55, excluding VAT.
- Estimated contract price: approximately 39 million euros.
- Annual service remuneration: €1,905,548.64.
- Annual operational payments: €1,387,182.95; annual operational cash flow: €518,365.69.
- Investment recovery period: approximately 7 years, with a discount rate of 5.50%.
Cost structure and price revision
The annual remuneration is broken down into five components with the following weights: labor, 46.90%; maintenance, repairs, rentals, other operating expenses, and general expenses, 11.09%; fuels and lubricants, 14.80%; depreciation and financing, 20.00%, and industrial profit, 7.21%. The last two components are expressly excluded from the revision.
The periodic and predetermined price revision can only be applied once two years have passed since the formalization of the contract and provided that at least 20% of its amount has been executed. The planned indices are:
- Personnel: variation in wage costs of the sectoral collective agreement, with the legal limit applicable to public sector personnel.
- Other expenses in goods and services: Competitiveness Guarantee Index (IGC), published by the National Statistics Institute.
- Fuels and lubricants: weighting of 70% of the CPI and 30% of the energy RPI.
Prior consultation with five sector operators
On April 20, 2026, the Mancomunitat requested the cost structure from five economic operators, with a deadline of 10 business days. The operators requested were FCC Medio Ambiente S.A.U., Valoriza Servicios Medioambientales S.A., Urbaser S.A., Griñó Ecològic, and Prezero Gestión de Residuos, S.A. Four of them submitted proposals on May 4, 2026, with registration numbers E\001739-2026, E\001747-2026, E\001750-2026, and E\001752-2026.
Public information and subsequent procedures
The decree orders the proposal to be submitted for public information for 20 business days, to be sent to the State Higher Committee for Contract Prices or the equivalent regional advisory body, and to be submitted to the Contract Price Committee of the Generalitat de Catalunya. Simultaneously, the Waste and Procurement services are ordered to draft the administrative and technical specifications for the tender. An administrative appeal may be filed against the resolution within one month and, subsequently, a contentious-administrative appeal within two months.
The decision establishes the economic rules for the Mancomunitat’s waste service for the next eight years and opens the period during which citizens and operators may make allegations regarding the cost of the service. With an initial investment of 2.6 million euros and an estimated value of 44.6 million, the contract conditions the transport and treatment of waste from the transfer station and, therefore, the final cost of the service for the municipalities of the Mancomunitat.
