La Mancomunidad Siete Villas aprueba la ordenanza de ayudas de emergencia social

The Siete Villas Service Association (Mancomunidad de Servicios Siete Villas) has definitively approved the Regulatory Ordinance for Social Emergency Economic Benefits, the instrument that governs single-payment, urgent-processing aid intended for people in situations of risk or social exclusion within the municipalities of the region. The agreement, initially adopted in the session of June 23, 2026, and made definitive as no claims were registered, is published in full in the Official Gazette of Cantabria (Boletín Oficial de Cantabria) no. 201, of October 20, 2026, with reference CVE-2026-8132 (pages 53317 to 53339).

The definitive approval is supported by Article 49 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and the full publication by Article 70. The text defines these benefits, under the terms of Article 27 of Law 2/2007 on Rights and Social Services, as single-payment economic aids of an extraordinary nature, with urgent processing, for recipient units that find themselves deprived of the essential means to cover their basic needs. They are configured as direct grants, excluded from competitive bidding under Article 22.2.c) of Law 38/2003, General Law on Subsidies.

The document was signed in Noja, on October 14, 2026, by the president of the entity, Juan José Barruetabeña Manso, and a contentious-administrative appeal may be filed against the agreement.

Requirements and income thresholds

Eligible beneficiaries may be natural persons or recipient units registered (empadronadas) and with effective residence in any of the municipalities integrated into the association during the three months prior to the application. This period will not be required for women victims of gender-based violence with circumstances that prevent them from accessing their assets, asylum seekers whose applications have been admitted for processing, or exceptional situations initiated ex officio by the social worker.

The scarcity of income is measured using a multiplier of the IPREM and the following net monthly limits:

  • One member: 1.50 times the IPREM, 900 euros.
  • Two members or one minor: 1.75 times, 1,050 euros.
  • Three members or two minors: 2.00 times, 1,200 euros.
  • Four members or three minors: 2.50 times, 1,500 euros.
  • Five members or four minors: 2.75 times, 1,650 euros.
  • Six or more members, or five or more minors: 3.00 times, 1,800 euros.

If the unit exceeds this threshold, a reduction coefficient equivalent to 50% of the rent or mortgage of the primary residence may be applied, up to a maximum of 500 euros, provided that no rental assistance is received. The amounts will be updated annually according to the IPREM.

Amounts by type of need

Title II details the benefits, all of which are for situational needs and not for structural deficits:

  • Housing: rent up to three monthly payments and a maximum of four times the monthly IPREM; deposits up to two monthly payments and twice the IPREM; basic home equipment and urgent repairs up to one time the IPREM.
  • Electricity, gas, and water utilities: up to three bills and a limit of one time the monthly IPREM.
  • Accommodation in boarding houses, hostels, and shared apartments: up to four months of stay and a maximum of four times the IPREM.
  • Food and hygiene: up to three months, with one-third of the monthly IPREM for one person and increases of 30% for each additional member; clothing, up to one-third of the monthly IPREM.
  • Educational and transport aid: school materials, dining, and school transport linked to a case plan, and a public transport voucher for three months or 0.26 euros per kilometer if no service exists.

Telephone and internet expenses, taxes, personal loans, debts with Social Security, fines, community fees, and mortgage debts are excluded. The total amount may not exceed four times the monthly IPREM per year per household unit.

Urgent processing and control

The procedure may be initiated ex officio or at the request of a party, without a closed application deadline, and the assessment corresponds to a Technical Assessment Commission composed of social workers from the Primary Care Social Services of the association of municipalities. The resolution is the responsibility of the Presidency of the Association of Municipalities and must be issued within a maximum period of two months; after this time, silence has the effect of a rejection.

The beneficiary has one month from the payment to justify the expense with invoices, and non-payment or insufficient justification requires reimbursement. The grant will in all cases be adjusted to the credit available in the budget of the association of municipalities, and acts that exceed the allocation shall be null and void.

A common framework for the region

The ordinance homogenizes the access criteria and the amounts of a benefit that until now depended on the practice of each social service, and it does so with thresholds referenced to the IPREM so that they are updated automatically. For families in the region at risk or in social exclusion, the text establishes for the first time a closed catalog of aid, resolution deadlines, and justification obligations, which provides legal certainty both to the applicants and to the technical services that process the files.
