La Junta nombra nueve funcionarios de carrera de Gestión Administrativa en Andalucía

The Regional Government of Andalusia (Junta de Andalucía) has appointed career civil servants to the Administrative Management body, General Administration specialty (A2.1100), from among the candidates included in the complementary list to the final list of successful applicants from the internal promotion selection process of the 2024 Public Employment Offer. This is done via the Resolution of November 3, 2026, from the General Secretariat for Public Administration, published in the Official Gazette of the Regional Government of Andalusia (BOJA) No. 215, of November 6, 2026, in section 2.1 on Appointments, situations, and incidents (reference 00345772, page 14542). The appointment affects nine people and entails the allocation of a destination, with the assumption of office starting from November 17, 2026.

Regulatory framework and origin of the process

The appointment is issued based on the complementary proposal formulated by the Selection Committee of the selection process, convened by the Resolution of May 27, 2025, from the Directorate General of Human Resources and Public Service (BOJA No. 104, of June 3, 2025). The resolution invokes article 9.1.g) of Law 5/2023, of June 7, on the Public Service of Andalusia, and article 30 of Decree 51/2025, of February 24, which regulates the planning and organization of public employment and internal promotion within the General Administration of the Regional Government of Andalusia.

The authority for the appointment corresponds to the head of the Ministry of Artificial Intelligence, Digital Development, and Public Administration, according to the distribution established by the Presidential Decree 9/2026, of July 9, and has been exercised by the General Secretariat for Public Administration by virtue of the delegation provided for in article 11.1.a) of the Order of October 6, 2023. The document is signed by the general secretary, Arturo Enrique Domínguez Fernández.

The appointment extends to the personnel on the complementary list, specifying the allocated destinations and the nature of their occupancy, and is issued “without prejudice” to the fact that these destinations may be altered by the fulfillment of an administrative or judicial resolution derived from the selection process.

The nine allocated destinations

Annex I of the resolution lists the appointed persons, all with permanent occupancy and scores between 133.4000 and 132.7000 points:

  • Antonio Romasanta Romero (133,4000), Presidency, Health and Emergencies, Vice-Ministry of the Presidency, in Seville.
  • Ricardo Muñoz Molina (133,2000), Employment, Business and Labor, Provincial General Secretariat of Employment in Córdoba.
  • Isaac Montalbán García (133,2000), Social Services, Families and Equality, Vice-Ministry, in Seville.
  • María Margarita Pastor Muñoz (133,2000), Employment, Business and Labor, Provincial Directorate of the SAE in Jaén, Úbeda Employment Center.

By ministry, four assignments correspond to Employment, Business and Labor (three of them in SAE centers and one in central services), three to Social Services, Families and Equality and two to Presidency, Health and Emergencies; five are peripheral service positions and four are central service positions in Seville.

Taking office from November 17

To acquire the status of career civil servant, the selected personnel must perform the act of adherence to the Constitution, the Statute of Autonomy of Andalusia and the rest of the legal system, and take office within a period of five business days starting from November 17, 2026, inclusive.

  • Central services: the taking of office is formalized before the Technical General Secretariats of the ministries and the general secretariats or assimilated bodies of the agencies.
  • Peripheral services: before the General Secretariats of the Delegations, Provincial Directorates or assimilated bodies of the agencies.
  • Processing: the managing centers will process the taking of office in the SIRhUS, in accordance with the Order of September 24, 1999.

Incompatibilities, appeals and impact

Personnel must submit the declaration of incompatibilities provided for in Article 13 of Royal Decree 598/1985, of April 30, or the option or request for compatibility under Article 10 of Law 53/1984, of December 26. An optional appeal for reversal (recurso potestativo de reposición) may be filed against the resolution, which exhausts administrative remedies, within one month, exclusively via electronic means, or a contentious-administrative appeal may be filed within two months, counting from the day following its publication.

The resolution closes the incorporation of the complementary list for this specialty and clears the incorporation calendar for nine public employees who had already been awarded a position. For candidates still awaiting a call, it also establishes a clear time criterion—possessions from November 17—and confirms that the vacancies offered in the 2024 OEP continue to be resolved through successive complementary lists.
