The Regional Ministry of Employment, Enterprise and Self-Employment of the Regional Government of Andalusia has ordered the registration and publication of the Collective Agreement for Central Offices, Labor Personnel of EMSISA Empresa Municipal, S.A., valid for 2026-2029. The resolution, dated September 18, 2026, is published in the Official Gazette of the Province of Cádiz no. 199, of October 15, 2026, under file 11/01/0194/2026. The text establishes the salary table for the fiscal year, bonuses, and social aid, and incorporates a retirement gratification of 18,000 euros.

The agreement was submitted electronically to the Registry of Collective Agreements and Labor Accords on September 14, 2026, in accordance with article 90.2 and 3 of the Workers’ Statute and Law 9/2007, of October 23, of the Administration of the Regional Government of Andalusia. The resolution is signed by the territorial delegate Daniel Sánchez Román and lists Félix Juan Alonso del Real Nicolás as the recipient, with the agreement code 11004281012009.

The personal scope covers workers assigned to the contribution number 11/1037311/53, under any contracting modality, in the activities of central administration, real estate promotion, housing leasing, and works and services of the company. The text extends to the functions entrusted to it by the City Council of Chiclana de la Frontera, the sole shareholder, and its validity runs from January 1, 2026, to December 31, 2029, with effects from January 1, 2026, regardless of the publication date.

Remuneration, bonuses, and seniority

Annex I contains the 2026 remuneration table, organized by group and agreement level, from department and area heads to maintenance assistants. The staff receives four annual extraordinary bonuses, payable on March 15, June 15, September 15, and December 15.

  • Seniority per three-year period: 4% of the base salary, increased to 5% as of January 1, 2024.
  • Attendance or assiduity bonus: 7.50 euros per day actually worked, with retroactive effects from January 1, 2026.
  • Additional supplement of 456 gross euros per year for those who do not accumulate four absences.
  • Bonus for hardship, toxicity, danger, and height: 5 euros for part-time and 10 euros for full-time.
  • Per diems: 36 euros for a half per diem and 72 euros for a full per diem; mileage at 0.19 euros per kilometer.
  • Bonus for participating in selection boards: 150 euros for exam preparation and 20 euros for correction.

The reward for constancy is paid upon completing 15 years of seniority (250 euros), 20 years (600 euros), 25 years (850 euros), and 30 years (1,100 euros). The fifth section of this scale corresponds to the 18,000 euro gratification upon retirement, also applicable to those who retire early.

Social Aid and Assistance Scheme

The company contracts insurance for the entire workforce, with 24-hour coverage and premiums 100% financed by the company, for the following risks:

  • Death: 60,000 euros.
  • Total permanent disability: 60,000 euros.
  • Absolute permanent disability: 60,000 euros.
  • Accidental death: 100,000 euros.

The birth and marriage grants are set at 350 euros each, and the widowhood benefit at two monthly salaries. A monthly gratification of 100 euros is added per spouse or first-degree descendant with a recognized disability equal to or greater than 33%. The replacement of prescription glasses is covered up to 260 euros per year or 520 euros every two years, and school aid ranges from 100 euros for Early Childhood Education to 280 euros for university studies. The company also guarantees the continuity of the retainer contract with Hospital Viamed Bahía de Cádiz, S.L., with no monthly fee, and commits to studying contributions to a pension or retirement plan.

Working Hours, Vacations, and Employment Guarantees

The annual working day is set at 1,642 hours for all personnel, with 37.5 hours per week, and a pool of 134 hours for training is created, of which 14 may be compensated as non-expiring discretionary hours. Personnel enjoy 22 working days of vacation and one additional day upon completing 15, 20, 25, 30, and 35 years of service.

As an adaptation measure for the transition to retirement, a reduction of one hour per day is established for those aged 60 or with 40 years of working life, and two hours from age 62 onwards. The probationary period is limited to six months for qualified personnel and two months for administrative and operational staff.

In the event of a possible sale, concession, or termination of services, the workforce may choose between subrogation, absorption, or compensation, calculated as monthly base salary multiplied by years worked and a compensation index of 0.50, 1.50, or 2.00 depending on the dedication. The City Council of Chiclana de la Frontera commits to studying formulas to incorporate as labor personnel those who are neither subrogated nor compensated.

The agreement is completed with a joint parity commission for interpretation and oversight, which meets at least once a year, and with the referral of unresolved conflicts to the Extrajudicial System for the Resolution of Collective Labor Conflicts of Andalusia (S.E.R.C.L.A.).

The agreement regulates the labor conditions of the entire workforce of the municipal housing and services company of Chiclana de la Frontera until 2029 and consolidates a package of social improvements with retroactive effects from January 2026; therefore, its publication directly affects payrolls and the expenditure forecast of the City Council as the sole shareholder.
