The Junta signs an agreement with the unions to reduce teaching hours
Por FactBox Admin

The Department of Education of the Regional Government of Castilla y León and the trade union organizations CSIF, ANPE, and STECyL-i signed an agreement on October 9, 2026, to improve tutoring and reduce the teaching hours of teaching staff over the age of 55 in non-university public centers. Order EDU/1051/2026, of October 9, publicizes the text, which is published in the Official Gazette of Castilla y León (BOCYL) no. 199, of October 14, 2026, pages 129 to 133 (reference BOCYL-D-14102026-199-23).
The agreement was previously approved by Agreement of October 8, 2026, of the Regional Government of Castilla y León, in accordance with Article 42 of Law 13/2003, of December 23, on Economic, Fiscal, and Administrative Measures. The signing took place in Valladolid on October 9, 2026, with the Regional Minister of Education, María Pardo Álvarez, representing the regional government.
The text gives continuity to the Agreement of September 22, 2025, for the improvement of working conditions for teaching staff in non-university public centers, in which both parties committed to continue negotiating. The improvement of tutoring and the reduction of teaching hours for veteran teachers are the first two developments of that commitment.
Monthly supplement for tutoring teachers
The agreement establishes the payment of an economic supplement to civil servant teaching staff—career, probationary, or interim—who are designated as a tutor during the school year. The measure applies to the following levels of education and centers:
- Early Childhood Education.
- Primary Education.
- Special Education Centers.
- Substitute classrooms.
- Adult Education Centers.
- Compulsory Secondary Education.
- Baccalaureate.
- Vocational Training.
The compensation consists of a fixed monthly amount received from September 1, 2026, which will increase year by year until the 2028/2029 school year:
- 2026/2027 school year: 20 euros per month from September 1, 2026.
- 2027/2028 school year: 40 euros per month from September 1, 2027.
- 2028/2029 school year: 60 euros per month from September 1, 2028.
Reduction of teaching hours from age 55
The second measure reduces the teaching day for teachers over the age of 55. To access it, seven requirements must be met: be a career, probationary, or interim civil servant occupying a vacancy or a full-course substitution in active service; justify at least 15 years of service in non-university public education; have reached the minimum age before September 1 of the year in which the course begins; not have recognized compatibility for another professional activity; not have a part-time contract; and not have other recognized voluntary reductions in working hours.
Reductions are only compatible with those already provided for by the performance of management positions, department heads, coordination roles (coexistence, ICT, and others), and those in charge of extracurricular activities. The reduction will require mandatory presence at the center and will be considered a teaching hour in the individual schedule, with a specific code.
The extent of the reduction depends on age:
- 60 years or older: 3 teaching hours or periods.
- 58 years or older: 2 teaching hours or periods.
- 55 years: 1 teaching hour or period.
Calendar by phases and monitoring
Implementation will be progressive. In the first phase, the teaching corps reduces one teaching hour and the remaining corps reduce periods one by one, over three school years:
- 2026-2027 school year: teachers aged 59 or older as of September 1, 2026.
- 2027-2028 school year: teachers aged 57 as of September 1, 2027.
- 2028-2029 school year: teachers aged 55 as of September 1, 2028.
The second phase adds one more teaching hour or period and extends over two school years: 2029-2030, for those 60 or older as of September 1, 2029, and 2030-2031, for those 58 as of September 1, 2030. The third and final phase will be applied in a single school year, 2031-2032, to teachers aged 60 or older as of September 1, 2031. The reduction will be recognized ex officio by the Administration, without prejudice to the teacher’s annual right to waive it, and the necessary quotas will be provided.
The agreement also includes a commitment to negotiate to promote the future reduction of the teaching load for tutor teachers. A joint monitoring commission will be created, which must be established within 30 days of publication and meet at least quarterly. The validity is four years from the signing, extendable by the parties.
