The Regional Government sets minimum services for the general strike on the 11th
Por FactBox Admin

The Regional Government of Castilla y León (Junta de Castilla y León) has established the minimum services that must be maintained during the general strike of November 11, 2026, within the scope of the General Administration of the Community and its autonomous bodies. The decision is formalized in Agreement 154/2026, dated November 5, published by the Ministry of the Presidency in the Official Gazette of Castilla y León no. 215, dated November 6, 2026, in its section I. D. Other Provisions, starting on page 258. The agreement takes effect from the day of its publication.
Nine calls and a 24-hour day
The strike, which is national in scope, affects all labor and civil service activities in the public and private sectors and extends from 00:00 to 24:00 hours on the 11th. The statement of reasons in the agreement lists up to nine notices submitted in October to the Ministry of Labor and Social Economy and to the Regional Government itself:
- Confederación Intersindical, with notice on October 16.
- CCOO and UGT, with notice on October 16.
- CGT, with notice on October 19.
- CNT and Solidaridad Obrera, with notices on October 23.
- CGT of Castilla y León, before the General Directorate of Labor and Occupational Risk Prevention, and COBAS, both with notice on October 27.
- OSAD, with notice on October 28, and ASC, with notice on October 30.
The text is based on Article 28.2 of the Constitution and Article 10.2 of Royal Decree-Law 17/1977, of March 4, as well as Article 6.2.t) of Law 7/2005, of May 24, on the Civil Service of Castilla y León, which empowers the Regional Government to approve minimums when the strike generally affects the entire regional Administration. The agreement was adopted following negotiations with the Strike Committee on October 30 and after deliberation by the Governing Council on November 5; it is signed by President Alfonso Fernández Mañueco and the Minister of the Presidency, Luis Miguel González Gago.
Health: emergency services at one hundred percent and one third of the total
The agreement identifies services linked to the life, health, and safety of people as essential, and declares that minimums have been established by the ministries of the Presidency; Economy and Finance; Industry, Universities, Employment and Trade; Environment and Energy; Mobility, Digital Transformation and Artificial Intelligence; Agriculture, Livestock, Rural Environment and Environmental Policy; Health and Social Welfare; Deregulation, Family and Social Aid, and Education and Culture, Tourism and Sport.
In the healthcare sector, urgent care is guaranteed based on holiday criteria, with exceptions: Medical and Radiotherapeutic Oncology, Dialysis, Day Hospital, and Hospital Pharmacy maintain 100% of their activity, as do the ICU, operating rooms, pregnancy and childbirth care, and central hospital services. Night shift coverage is close to 100% and, overall, the minimums “do not exceed, as a whole, approximately one-third of the total staff.” The Hemotherapy and Hemodonation Center, prescription inspection, and one IT specialist per center are also included.
Education, social services, and employment
In non-university public educational centers, the minimum is the presence of a single-person governing body—director, head of studies, or secretary—and at least one caretaker per shift, with reinforcements of educational technical assistants, nurses, cooks, and support teachers in Early Childhood, special education, residences, and home schools.
The Social Services Management sets the necessary staff for comprehensive care in residences for the elderly and people with disabilities, a subordinate staff member in day centers, and a cook and a cleaner in soup kitchens and senior clubs. The Public Employment Service of Castilla y León covers information, registration, time control, and urgent management, and the Regional Health Management specifies its allocations in Annex IV. Annex VIII lists the staff of the sports residences of Río Esgueva, Victorio Macho, and Llano Alto, and the Castillo de la Mota.
Four agreements and two months to appeal
The agreement empowers the general secretaries of the departments, the heads of the Social Services Management, the Regional Health Management, and the Public Employment Service, the general director of Education Professionals, and the territorial delegates to designate the individuals who will provide the minimum services. It warns that strikes by the designated personnel will be considered illegal and reminds that remuneration will be governed by current regulations.
On the same day, November 5, the Governing Council approved three other complementary agreements: Agreement 155/2026, for public entities under private law, public companies and foundations, transport, and private education (p. 318); Agreement 156/2026, for public universities (p. 338); and Agreement 157/2026, for private companies providing services to the Administration (p. 352). An appeal for reversal or a contentious-administrative appeal against Agreement 154/2026 may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León, in Valladolid, within a period of two months.
The scope of the measure is twofold: it conditions the exercise of the right to strike for all regional public employees and determines what care citizens who depend on hospitals, educational centers, residences, and registry offices will receive during a full day of general strike.
