La Junta crea un comisionado que asumirá el impulso del Triplán

The Governing Council of the Regional Government of Andalusia has created the Commissioner for Administrative and Territorial Transformation, a single-member body attached to the Vice-Ministry that will assume the strategic drive, transversal coordination, and evaluation of the Triplán. The decision is formalized in Decree 526/2026, of October 30, published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 214, corresponding to Thursday, November 5, 2026, starting on page 14483, and entered into force on the day of its publication.

The regulation modifies Decree 203/2026, of July 30, which establishes the organic structure of the Ministry of Artificial Intelligence, Digital Development, and Public Administration, through the incorporation of a new third additional provision. The text consists of one article and one final provision, was approved at the Governing Council meeting on October 30, 2026, upon the proposal of Minister José Antonio Nieto Ballesteros, and is signed in Seville by the President of the Junta, Juan Manuel Moreno Bonilla.

The reference framework is Presidential Decree 9/2026, of July 9, which restructured the Ministries and assigned to this department the strategic planning competencies for the promotion, modernization, and rationalization of the regional Administration. On that basis, the Governing Council approved three strategic instruments with a 2030 horizon on April 8, 2026, integrated into the common framework called the Triplán.

The three plans to be coordinated

The Triplán groups three instruments approved jointly and with the same time horizon:

  • The Andalusian Digital Administration Strategy centered on People.
  • The Strategy for an Innovative Public Administration (EAPI).
  • The Strategic Plan on the Provincial Territorial Organization Model (Plan MTpro).

The preamble of the decree argues that the execution of these strategies requires “clearly identified leadership” and that the concurrence of competencies across different management bodies advised having a reference body to avoid dysfunctions in coordination and monitoring. The actions affect all Ministries, instrumental entities, and territorial bodies of the regional Administration.

General Directorate rank and designation by decree

The Commissioner is configured as a single-member body in accordance with article 13.2 of Law 9/2007, of October 22, on the Administration of the Regional Government of Andalusia, with the rank of General Directorate and the status of a central management body (article 16.3 of the same law). Its holder will have the status of a high-ranking official and will be subject to the incompatibility regime for regional high-ranking officials.

  • They shall be appointed and dismissed by Decree of the Governing Council, upon the proposal of the head of the Department of Artificial Intelligence, Digital Development, and Public Administration.
  • In the event of a vacancy, absence, illness, or other legal cause of impossibility, they shall be replaced by the person designated by the head of the Vice-Department.
  • They shall not have their own administrative structure: they will use the personal and material resources of the Department and those that the various Departments make available to each project.

Twelve functions and succession of the Interdepartmental Commission

The third additional provision lists twelve functions, identified by letters a) to l), including promoting the coordinated execution of the Triplán, ensuring the global coherence of the actions of Departments, agencies, and entities of the Andalusian public sector, coordinating the involved bodies, proposing strategic priorities, and preparing periodic evaluation reports on objectives and indicators. They must also identify risks and deviations and promote the exchange of best practices and collaboration with the General State Administration, autonomous communities, local entities, and universities.

The new body will act as the head of the Triplán Monitoring Office, coordinating dashboards and indicators, in collaboration with the Andalusian Institute of Public Administration as the body responsible for the evaluation of public policies. Furthermore, it expressly assumes the functions that the strategies attributed to the extinct Interdepartmental Commission for the coordination of transformation strategies, created by Decree 240/2023, of September 26, which was repealed by the sole repealing provision of Decree 203/2026.

The decree also incorporates an equality mandate: the Commissioner shall ensure that the actions of the Triplán contribute to eliminating gender gaps and transversally integrating equal opportunities between women and men in the digital, innovative, and territorial transformation of the Junta. The regulation complies with Organic Law 3/2007, of March 22, and Article 5 of Law 12/2007, of November 26.

Impact on leadership and digital services

The creation of the position culminates the reorganization of the Department’s leadership initiated with the restructuring of July 2026 and concentrates the governance of three strategies—which until now relied on a collegiate commission and technical offices—in a single person. For the Junta’s staff and for users of digital services, the change implies a single interlocutor with the capacity to set priorities, monitor the degree of execution, and be accountable to the Governing Council regarding administrative modernization and provincial territorial planning.

The decree, which is purely organizational in nature, does not impose obligations on citizens or companies and, according to the text, was processed without prior public consultation, hearing, or public information due to this same nature. The Andalusian Executive will publish the regulation and the documentation of its file in the Transparency Section of the Portal of the Junta de Andalucía, in accordance with Law 1/2014, of June 24, on Public Transparency of Andalusia.
