The Vice-Ministry of Public Administrations, Institutional Relations, and Citizen Services of the Regional Government of Castilla y León has provisionally resolved the open and permanent transfer competition for the filling of positions assigned to the labor personnel of the General Administration and its autonomous bodies. The resolution, signed on October 19, 2026, by the Vice-Minister José Miguel de Elías Hernández, is published in the Official Gazette of Castilla y León no. 205, dated October 22, 2026, with the reference BOCYL-D-22102026-205-9.
The framework: a permanent competition with four annual dates
The procedure is based on Article 26 of the Collective Agreement for Labor Personnel of the General Administration of the Community and its autonomous bodies, published following the registration ordered by the Resolution of June 19, 2023, of the Directorate General for Labor and Occupational Risk Prevention. Its processing was adapted to the new agreement through the Resolution of September 29, 2023, of the Vice-Ministry of Public Administrations and Citizen Services, published in the gazette on October 2, 2023.
This implementing regulation establishes four annual resolutions, coinciding with February, May, August, and November, and requires the publication of a provisional award before each final one. The assessment of merits and vacancies refers to August 31, 2026, and the proposal comes from Minutes no. 18/2026, dated October 15, of the Transfer Commission. The authority to resolve is supported by Order PRE/1367/2022, dated October 3, and Decree 2/2026, dated June 13, regarding the restructuring of ministries.
Forty assigned destinations and three annexed lists
Annex I lists the provisionally assigned positions, forty in total, distributed among the ministries of the Presidency, Economy and Finance, Mobility and Digital Transformation, Family and Equal Opportunities —via the Social Services Management—, Education, and Agriculture, Livestock, and Rural Development. Among the categories are:
- Driver, with M. Carmen Martínez Escribens in Valladolid (2.84 points).
- Office assistant and subordinate personnel, with Montserrat Arias Martínez in León (4.9 points) and Ana María Cesteros Robledo at the IES Alejandría in Tordesillas (7.38 points).
- Laborer and forest/firefighting laborer, with Antonio Villar Martín in Riofrío de Aliste (4.47 points) and destinations in Puebla de Sanabria, Bermillo de Sayago, Villardeciervos, and Villaralbo.
- Library assistant, with Luis Manuel García Alaiz at the Zamora Public Library (1.07 points).
- Nurse, direct care technician, site manager, site watchman, and agricultural foremen, in residential centers and territorial services of Valladolid, Zamora, León, and Ávila.
Annex II lists 28 total withdrawals—27 people, as Miguel Muriel Aranda appears twice—whose provision procedure is declared concluded. Annex III contains nine provisional exclusions, with causes identified as 2.1 d), 2.1 e), and 2.1 f).
Five business days to appeal
The fourth resolution opens a period of five business days from the day following publication to submit appeals, in line with the provision of base 11.1 of the call resolution, which stipulates ten business days, reduced to five under urgent processing. Those affecting the award are addressed to the Transfer Commission of the open and permanent competition for labor personnel, at the headquarters of the Ministry of the Presidency (calle Santiago Alba, no. 1, 47071 Valladolid); the rest, to the General Directorate of the Civil Service.
The lists of awarded and vacant positions are disseminated on the notice boards of the registration assistance offices, on the Junta’s Public Employees Portal, and through the 012 service. Appeals will be resolved in the final award, which will likewise be published in the bulletin.
A procedure under judicial scrutiny
The competition accumulates contentious precedents: the provisional resolution of August 13, 2026, was issued in execution of judgment no. 68/2026 of the Court of First Instance, Social Section no. 5 of Valladolid, and in October, an appeal procedure no. 767/2025 was announced against the final award of August 14, 2025. The November appointment will close the annual cycle.
For the nearly 40 affected public employees, this provisional resolution is the preliminary step toward an effective transfer of destination within the regional Administration, with effects on their career and workplace; for the rest of the labor staff, it confirms that the permanent mobility mechanism remains operational despite the accumulated litigation.
