Por FactBox Admin

The Generalitat Valenciana has announced grants of up to 15,000 euros per home for young people to buy a house in municipalities or population centers of up to 10,000 inhabitants. This is done through the Resolution of October 20, 2026, of the First Vice-Presidency and Department of Housing, Employment, Youth and Equality, published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10484, of November 2, 2026, with official reference DOGV-C-2026-34022.
A 6.32 million line for the State Housing Plan
The call is part of the State Housing Plan 2026-2030 and develops the regulatory bases established by the Resolution of October 1, 2026, of the same department, published in DOGV no. 10466, of October 6, 2026. The organic framework is Decree 19/2026, of February 13, of the Consell, which assigns the competencies regarding housing and youth to this department.
The global amount of the call may not exceed 6,320,000.00 euros, financed with the Generalitat’s own funds charged to the grant line S2129, chapter VII, managing center G01140201GE00000 and budget program 431I00. The counselor Susana Camarero Benítez signs the resolution.
Under 36 years old and limited income
Beneficiaries may be natural persons of legal age who meet all these requirements:
- Be under 36 years old at the time of applying for the aid or signing the purchase agreement, provided that it has been signed since January 1, 2026.
- Possess Spanish nationality, that of a member state of the European Union or the European Economic Area, Switzerland, or legal residence in Spain with a valid NIE in the case of non-EU citizens.
- Have annual incomes equal to or less than 5 times the IPREM of 2026; the threshold rises to 5.5 times with a recognized disability of 33% or higher and to 6 times from 65% onwards.
- Have signed or be in a position to sign a public or private acquisition contract, including housing under construction.
The house must be located in a municipality or center of up to 10,000 inhabitants according to the official census figures of the National Statistics Institute as of January 1, 2025, cost a maximum of 250,000 euros, and be acquired by a maximum of two people. The aid is limited to 20% of the cost of acquisition and, if there are two holders, it is distributed according to their share.
Ten business days and prior appointment on a first-come, first-served basis
The application period is ten business days starting from the day following the publication of the resolution in the DOGV. Processing is exclusively electronic through the Generalitat’s electronic office (Guia PROP, procedure 113373), with one application per holder in the case of homes with two owners.
The grant is resolved under a competitive bidding system with a single valuation criterion: the moment the application is submitted complete, with the registration number serving as the tie-breaker. The maximum period for resolution is three months from the closing of the call and, in the absence of an express resolution, the application is understood to be rejected by administrative silence.
Conditions of use and control
The home must be used as a habitual and permanent residence for at least five years and occupied within a maximum period of three months from its delivery. The aid is compatible with other subsidies for the same purpose, provided that the sum does not exceed the acquisition cost, and the beneficiary must report any other aid within 15 days.
Payment is made in a single installment by transfer after providing the public deed or the private contract with the subsidy as part of the payment, and the justification of the sale subsequent to the grant is set at six months. The control plan provides for random sampling of at least 10% of the files already paid.
The measure responds to a dual objective: to facilitate the emancipation of young people with limited resources and to fix the population in the Valencian rural environment, where access to home ownership has become the main obstacle for those who want to stay and live.
