La Generalitat aprueba ayudas de 15.000 euros para comprar vivienda en pueblos

The Generalitat has approved the regulatory bases for subsidies for the purchase of housing in municipalities or population centers of up to 10,000 inhabitants, aimed at the emancipation of young people. The resolution, dated October 1, 2026, is signed by the first vice president and counselor of Housing, Employment, Youth and Equality, Susana Camarero Benítez, and is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10466, of October 6, 2026, with the reference DOGV-C-2026-31267. The maximum aid will be 15,000 euros per dwelling, within the State Housing Plan 2026-2030.

The bases implement in the Valencian Community the program provided for in Royal Decree 326/2026, of April 22, which regulates the State Housing Plan 2026-2030. The autonomous community is responsible for the processing, management, resolution, granting, and payment of the subsidies, as well as the recognition of the right to receive them. The regulation also seeks to contribute to the demographic challenge by favoring the settlement and recovery of the population in rural areas.

The resolution will take effect the day following its publication in the DOGV, and the procedure will be resolved under a competitive concurrence regime by order of receipt of applications, until the call’s credit is exhausted. Processing must be electronic through the Generalitat headquarters (Guia PROP), a point that the resolution itself justifies with data from previous calls: in the 2025 Youth Rent Voucher, 96.05% of applications were submitted with an electronic signature, and in the subsidies for the acquisition of housing by young people in the same year, 95.27%.

Amount and requirements for applicants

  • Beneficiaries may be natural persons of legal age under 36 years old at the time of applying for the aid.
  • They must have Spanish nationality, or nationality from a member state of the European Union, the European Economic Area, or Switzerland; non-EU citizens will require legal residence and a valid NIE.
  • To have signed, from January 1, 2026, or be in a position to sign, a public or private contract for the acquisition of housing.
  • To have annual incomes equal to or less than 5 times the IPREM; the threshold rises to 5.5 times for a recognized disability of 33% or higher, and to 6 times from 65% onwards.
  • The maximum subsidy is 15,000 euros per dwelling, with a limit of 20% of the acquisition cost; if two people purchase, it is divided according to each person’s share.

Housing requirements and obligations

  • The home must be located in a municipality or population center of up to 10,000 inhabitants in the Comunitat Valenciana and be acquired by a maximum of two people.
  • The acquisition price cannot exceed 250,000 euros; if the contract includes a garage or storage room without a breakdown, valuation percentages of 80%, 95%, or 75% apply depending on the case.
  • It must constitute the habitual and permanent residence for at least five years and be occupied within a maximum period of three months from its delivery.
  • Persons who are owners or usufructuaries of another home in Spain are excluded, except in justified cases of separation, divorce, inaccessibility, or causes beyond their control.
  • The aid is compatible with other subsidies, provided that the total does not exceed the acquisition cost of the home.

Procedure, deadlines, and control

The application period will be ten business days from the day following the publication of the call in the DOGV, which has not yet occurred. The processing corresponds to the territorial services of the competent department for housing, and the resolution to the head of the General Directorate of Planning and Housing Policies, upon the proposal of the valuation commission, within a maximum period of three months from the end of the application period; administrative silence shall be considered a rejection.

The valuation commission will be chaired by the Sub-Directorate General of Social Housing Policies, with the territorial housing directorates as members and the Housing Plans and Programs Management Service as the secretariat. Payment will be made in a single installment via bank transfer, and a control plan will randomly verify at least 10% of the files already paid. An appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months before the High Court of Justice of the Comunitat Valenciana.

The measure responds to the loss of purchasing power among young people and the rising cost of housing, and offers those who wish to emancipate themselves in rural areas a direct financing route for purchase. Its actual scope will depend on the funding established by the future call, which is still pending publication.
