The Department of Equality and Feminism has publicized the modification addendum to the 2026-2029 Framework Agreement for coordination, cooperation, and collaboration with the Catalan Association of Municipalities and Counties (ACM) and the Federation of Municipalities of Catalonia (FMC) to implement policies for the promotion of equality and feminism. The addendum, signed on October 6, 2026, increases the overall funding of the agreement to 102,703,095.12 euros for the 2026-2029 period. The text is published via Resolution IFE/3637/2026, dated October 9, in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9772, dated October 14, 2026, with the reference CVE-DOGC-A-26282084-2026.
The original Framework Agreement was signed on February 5, 2026, and published in DOGC no. 9604, dated February 13, 2026. According to the document, the review of the text and the annexes found that the details of some entities that can exercise the funded lines of action had been omitted, there were errors in the ceiling amounts of several annexes, and certain general pacts needed to be adapted to ensure internal coherence. The addendum takes effect from January 1, 2026, and the resolution is supported by article 110.3 of Law 26/2010 and article 14 of Law 19/2014.
The signatories of the addendum are:
- Eva Menor Cantador, Minister of Equality and Feminism, appointed by Decree 134/2024, dated August 11.
- Meritxell Budó Pla, president of the ACM, entity with registration number G002/96.
- David Bote Paz, president of the FMC, entity with NIF G08797771.
Funding of 102.7 million over four annual installments
The new fund distribution table of the fifth pact sets the following annual contributions:
- 2026: 23,236,673.10 euros.
- 2027: 26,488,807.34 euros.
- 2028: 26,488,807.34 euros.
- 2029: 26,488,807.34 euros.
- Total for the period: 102,703,095.12 euros.
Of this amount, 85,593,542.20 euros correspond to own funds and 17,109,552.92 euros to Fpactev-G funds.
Six lines of action and a new annex for gender-based violence
The agreement funds six lines of action, with the total amounts for the 2026-2029 period:
- Comprehensive care and support system for women and their children in emergency situations due to gender-based violence: 8,761,519.00 euros.
- Deployment of the LGBTI+ Comprehensive Care Service (SAI) Network: 16,282,576.49 euros.
- Network of Equality Professionals in the Workplace: 15,261,257.48 euros.
- Deployment of the Information and Care Services for Women (SIAD): 38,261,997.36 euros.
- Local projects for the fight against racism and hate speech: 7,026,191.87 euros.
- Local projects for the prevention and awareness of gender-based violence: 5,961,000.00 euros.
This last line is the main novelty: it is incorporated as a new annex 6 and is distributed among 164 beneficiaries according to population brackets:
- 43 supra-municipal entities (county councils, Conselh Generau d’Aran, consortiums and associations of municipalities) for municipalities of fewer than 10,000 inhabitants: 15,000 euros annually each.
- Consorci d’Acció Social de la Garrotxa: 23,000 euros annually.
- 62 municipalities of 10,000 to 19,999 inhabitants: 5,000 euros each.
- 45 municipalities of 20,000 to 49,999 inhabitants: 8,000 euros each.
- 13 municipalities of 50,001 to 99,999 inhabitants: 12,000 euros each.
Municipalities of 100,000 inhabitants or more are excluded from this line, and those of fewer than 10,000 inhabitants do not receive direct funding, but rather through the corresponding supra-municipal entity.
New beneficiary entities and correction of amounts
The addendum rectifies the amounts already published and expands the list of beneficiary entities in annexes 1 to 5 to serve the maximum possible population, with verification of the delegation of competencies in instrumental entities. The new beneficiaries incorporated are:
- Consorci d’Acció Social de la Garrotxa.
- Consorci de Benestar Social del Ripollès.
- Mancomunitat Intermunicipal Voluntària la Plana.
- Mancomunitat de Municipis de la Comarca del Lluçanès.
- Mancomunitat Conca d’Òdena.
- Agència de Desenvolupament del Ripollès (consortium).
- DinàmiG - Agència d’Innovació i Desenvolupament de la Garrotxa.
Annex 3 is also entirely replaced and the conditions for the Network of Professionals for Equality at Work are modified: a minimum of 35 hours per week is considered full-time, and part-time positions cannot be contracted.
Deadlines, justification and data protection
The sixth pact establishes that beneficiary entities must justify the expenditure with a certificate from the responsible body and one from the auditing or internal control body, and that the deadline for submitting the justification for each annual period is the last day of February of the following year. The seventh pact is entirely rewritten to integrate confidentiality, data protection, and the use of the wSocial information system for the management of SIAD and SAI LGBTI+, which is free of charge for beneficiary entities.
The addendum must be published in full in the DOGC and on the website of the Registry of collaboration and cooperation agreements of the Generalitat, and incorporates a consolidated text of the agreement as a consultation annex.
With this modification, all Catalan city councils are covered by a stable four-year funding framework for equality and feminism policies, with corrected amounts and a new line specifically dedicated to the prevention of sexist violence, providing continuity and budgetary predictability for local services for women and the LGBTI+ community.
