The Higher School of Public Administration (ESAP) established the final eligibility lists for the Public Merit Competition to fill thirty-five (35) positions within the teaching staff, through Resolution number SC-1245 of 2026, issued on August 13 and published in the Official Gazette number 53,649 on October 5, 2026. The act, signed by the national director Jorge Iván Bula Escobar, establishes the order of merit that will serve as the basis for appointments to the professorial career.
The call for applications was conducted through Resolution number SC-1935 of November 4, 2025, modified by Resolution number SC-155 of February 2, 2026, which set the rules, stages, requirements, and evaluation criteria of the process. After completing the stages of knowledge and behavioral competency tests, claims, exhibition of evidence, and oral defense of knowledge and pedagogical and research suitability, the entity published the initial lists through resolutions SC-1068 to SC-1083 of July 17, 2026.
The act is based on numerals 15 and 17 of article 15 of Decree number 164 of 2021, Decree number 1773 of August 26, 2022, and articles 8, 9, and 10 of Agreement number 0003 of 2018, modified by agreements 001 of 2020 and 007 of 2021. The regulation stipulates that the eligibility list is valid for eighteen (18) months and serves to fill, in strict order of merit, the vacancies for those who exceeded the minimum score.

An appeal for reversal and the finality of the acts
According to the recitals, within the legal term of articles 74 and 76 of Law 1437 of 2011, the applicant with registration code 17636962249939 filed an appeal for reversal against Resolution number SC-1073 of July 17, 2026, regarding a vacancy for Profile 1 in the Antioquia Territorial Directorate. The appeal was resolved in a timely manner by ESAP, which confirmed the decision of the appealed act in its entirety.
Regarding the other administrative acts, no appeals were filed within the legal term, therefore the results of the competition became final and their publication was ordered in accordance with article 22 of Resolution number SC-1935 of 2025. Article 17 specifies that no appeal is applicable against the resolution, in accordance with article 87 of Law 1437 of 2011, and article 18 establishes that it takes effect from the date of its publication.
Eighteen-month validity and order of merit
The final lists constitute the technical and legal basis for filling the vacancies subject to the call, in strict order of merit and regarding the candidates who exceeded the minimum score. Their eighteen-month validity governs the calls for appointment during that period.
In the same edition of Official Gazette number 53,649, ESAP also published several ordinary appointments to the global administrative staff, including those contained in resolutions SC-1360, SC-1361, SC-1367, SC-1370, SC-1392, SC-1397, SC-1401, and SC-1440 of 2026.
The impact of the measure is direct for the applicants of the teaching competition: the publication of the final lists closes the selection stage and enables the use of the order of merit to fill the 35 positions in the territorial directorates of the country, with a validity of one and a half years that obliges the entity to respect the priority of scores in each appointment.
