La Diputación reparte 5,2 millones para empleo temporal contra la exclusión social

The Provincial Council of Seville has approved a complementary call for applications endowed with 5,269,434.24 euros for municipalities and local entities in the province, with the exception of the capital, to temporarily hire people in a situation of social exclusion or at risk of being so. The measure is formalized through Resolution 7624/2026, dated October 15, 2026, the extract of which (number 223008) is published in the Official Gazette of the Province of Seville (BOP) number 202, dated Monday, October 19, 2026, in the Local Administration section.

The program is processed by the Social Cohesion and Equality Area of the provincial institution and is registered in the National Grants Database with the identifier 935520, in accordance with articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Grants. The full text of the call can be consulted on the Infosubvenciones portal using that same reference.

Municipal co-financing of 269,434 euros

The economic distribution is structured into two contributions:

  • 5,000,000.00 euros provided by the Provincial Council of Seville.
  • 269,434.24 euros borne by the beneficiary local entities, according to the distribution detailed in Annex I of the call.
  • Total for the complementary call: 5,269,434.24 euros.

The beneficiaries are the local entities of the province of Seville, with Seville capital expressly excluded. The stated objective is to alleviate situations of need arising from the persistent difficulty of certain groups to access the labor market, facilitating their social inclusion process through fixed-term contracts whose remuneration allows the target individuals to have the minimum resources to rise above the poverty threshold.

Ten business days to accept and co-finance

The deadline is one of the most demanding elements of the procedure. Beneficiary local entities must submit the commitment to execute the program, the co-financing commitment where applicable, and the express acceptance of the grant within ten business days following the publication of the extract in the BOP. The documentation shall adhere to the model in Annex II of the Regulatory Bases and shall be addressed to the Social Cohesion and Equality Area, the competent body for the processing of the granting procedure.

The complementary call shares the same purpose as the one approved by the Plenary Agreement of June 25, 2026, and the Plenary Agreement of July 30, 2026, which established the economic thresholds for the final target individuals. Its legal framework is the Regulatory Bases of Annex 1.10 of the Provincial Plan for Social Cohesion and Equality, published in BOP number 106, dated June 4, 2026.

Contracts until December 2027 and advance payment

The duration of the program will extend from the approval of the granting resolution until December 31, 2027. Once that resolution is approved by the delegated deputy of the area, the total amount of the granted funds will be paid in a single advance payment, according to section 9 of the Regulatory Bases.

In the ordinary call of the program, the distribution among municipalities is calculated in direct proportion to the number of unemployed job seekers in each local entity, using data from the Andalusian Employment Service, and with a minimum of 7,500 euros per entity, according to the precedents published in BOP number 195, dated October 7, 2026. The extract now published bears the signature of the delegated deputy of the Area of Social Cohesion and Equality, María Encarnación Fuentes Herrera, and is dated in Seville on October 15, 2026.

The impact of the measure is twofold: it reinforces an existing program in the municipalities with five additional million and transfers a management and co-financing burden to the city councils with a very tight schedule. The councils that do not formalize their acceptance within those ten business days will be excluded from the complementary distribution, which directly affects the municipal social services that assist families with the greatest difficulties in labor insertion.
