La Diputación de Soria convoca una plaza de Director de Servicios Agropecuarios

The Provincial Council of Soria has announced the permanent appointment for one position of Director of Agricultural Services, belonging to the Special Administration scale, technical sub-scale, group A, subgroup A1, destination supplement level 25. The rules are approved by Decree No. 2026-4467, dated October 14, 2026, issued by the Vice Presidency, and published in the Official Gazette of the Province of Soria No. 120, dated October 19, 2026. The call also includes the creation of a job bank to cover temporary vacancies in the Agriculture Service.

The position comes from the Public Employment Offer for civil servants for the 2025 fiscal year, approved by agreement of the Governing Board on October 6, 2025, and published in the BOP No. 116, dated October 15, 2025. A single vacancy is offered in the open competition, and the selection procedure will be by competitive examination, in accordance with the Regulatory Agreement on the conditions of the civil servants of the Council for the 2017-2019 period and the consolidated text of the Basic Statute of the Public Employee. The rules were reported to the civil servant Personnel Board on September 11, 2026, and no objections were presented.

Requirements, qualifications, and application deadline

Those who meet the following requirements may apply:

  • Spanish nationality or nationality of any member state of the European Union.
  • To be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • To hold or be in a position to obtain a Bachelor’s, Licentiate, or Higher Engineering degree in areas related to agronomy, environmental sciences, biology, forestry, and veterinary medicine, or equivalent qualifications.
  • Not to have been dismissed through disciplinary proceedings from any public administration nor be disqualified from public employment.
  • To possess the functional capacity for the performance of the tasks.

Examination fees are set at 32.91 euros, with the exemptions and discounts provided for in Tax Ordinance No. 9. The deadline for submitting applications is fifteen business days, starting on the first business day following the publication of the summary of the call in the Official State Gazette. Applications shall be addressed to the president of the Corporation and may be submitted at the General Registry, through the channels of Article 16 of Law 39/2015, or via the Council’s electronic office.

Three eliminatory exercises and internship period

The competitive examination phase consists of three eliminatory tests, with a maximum of 100 points:

  • First exercise: a questionnaire of up to 100 questions with four alternative answers, 120 minutes in duration, graded from 0 to 30 points with a minimum of 15 to pass; errors penalize one-fourth of the value of the correct answer.
  • Second exercise: a theoretical-practical test involving the drafting of a memorandum, report, or action plan, lasting 3 hours, graded from 0 to 40 points with a minimum of 20, followed by a public reading.
  • Third exercise: written development of four topics from Annex II, one for each block of the syllabus, lasting 4 hours, graded from 0 to 30 points with a minimum of 15 and at least 30% of the score in each topic.

The syllabus of Annex II comprises 74 topics, with common subjects and four specific blocks dedicated to administrative and economic management, the agricultural sector and the environment, agricultural engineering and business, and agricultural public policies. The order of appearance for candidates will begin with the letter “B”, according to the draw published in the BOE no. 161, of July 3, 2026. Those who pass the competitive examination must complete a three-month internship period graded as fit or unfit, unless an exemption is accredited.

Grading Tribunal and employment pool

The Grading Tribunal will be appointed by decree of the Presidency and is classified as first category for the purposes of Royal Decree 462/2002. Its composition is as follows:

  • Presidency: one official from the Provincial Council of Soria.
  • Members: two career officials from the Council, one official from the Agriculture Service of the Junta de Castilla y León, and one environmental technician from the Soria City Council.
  • Secretariat: the Secretary of the Corporation or a career official to whom they delegate.

The employment pool will include all candidates who have passed the first two exercises, ordered by score, and exceptionally, a supplementary pool may be created with those who achieved at least 40% in the second exercise. The call-up will be made only once, via telephone call or email, with a two-day deadline to respond; anyone who rejects the appointment without justified cause will be suspended for one year. The approval of a new pool will repeal previous ones.

The call for applications comes at a time of renewal of the provincial staff and opens a stable path of access to a technical position of responsibility in agricultural management at the local level. The required profile, with higher degrees in the agricultural, environmental, forestry, and veterinary sectors, limits the competition to a specialized group, while the employment pool offers an additional job opportunity for those who do not obtain the position.
