La Diputación de León convoca tres puestos tecnológicos de coordinación por méritos

The Provincial Council of León has announced a specific merit-based competition for the permanent filling of three vacant technological coordination positions in its Job Position List (RPT). The agreement was adopted by the institution’s Governing Board in the session of October 9, 2026, and is published in the Official Gazette of the Province of León no. 198, dated October 19, 2026, with the official reference BOP-LE-2026-198001 and file 1912089E. The announcement occupies pages 4 to 23 of the gazette and was signed on October 16, 2026, by the delegated councilor for Human Resources and Area Coordination with the Presidency, Ana María Arias González.

Three coordinations and a single technical profile

The rules regulate the filling of three destinations, all classified in subgroup A1/A2, with destination supplement 26, specific supplement 18, and position supplement 12, assigned to the province of León and open to the Provincial Council and its autonomous body, the Leonese Institute of Culture (ILC):

  • Cybersecurity Coordinator, code 10100103, assigned to the Information and Communication Technologies Service.
  • Information Technologies Coordinator, code 10100104, also in the Information and Communication Technologies Service.
  • Technical Coordinator for New Technologies and Modernization, code 40200140, in the Municipal Assistance Service.

The required qualification is common to all three positions: a Degree in Computer Engineering or equivalent, or Technical Computer Engineering or equivalent. The procedure is a merit-based competition, not a competitive examination, and participation is reserved for career civil servants of the Provincial Council of León and the ILC, in accordance with Article 101 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, in relation to Article 45 of Royal Decree 364/1995, of March 10.

Requirements and calendar

Career civil servants of the same scale, sub-scale, group, and subgroup as the announced position who meet the RPT requirements may apply. It is essential that at least two years have passed since taking possession of the last permanent destination, except in cases of removal, suppression of the position, or termination in a freely appointed position. Participation is voluntary.

The deadline for submitting applications will be fifteen business days starting from the day following the publication of the call summary in the Official State Gazette, which initiates the count. The rules are also published in the Official Gazette of Castilla y León and on the Provincial Council’s website and electronic notice board. The resolution of the competition has a maximum period of eight months from the end of the application period.

Scoring scale: two phases and fifteen points at stake

The assessment is divided into two elimination phases. The first, based on general merits, grants a maximum of 10 points and requires at least 4 to proceed to the second:

  • Seniority: up to 4 points.
  • Personal grade: up to 1.75 points.
  • Assessment of work performed: up to 3 points.
  • Training courses: up to 1.25 points.

The second phase, based on specific merits, allows up to 14 points with a minimum of 6, distributed among experience in the functional area of the position (up to 6 points), academic merits (up to 2 points), and a report (up to 6 points). The report, with a maximum of twelve pages in Arial 12, must be defended before the Assessment Commission, which will be appointed by the Presidency and will consist of a chairperson, two members, one person designated by the trade union centers, and a secretary with voice and vote. The minimum score to award the positions is 10 points; if this is not achieved, the competition will be declared void.

What each position will do

The design of the destinations reveals the institutional priority. The Cybersecurity Coordinator will assume the functions of provincial Information Security Officer and head of the Provincial Council’s S.O.C. (Security Operations Center), including compliance with the National Security Framework, the preparation of the annual corporate and provincial cybersecurity plan, risk analysis and audits, as well as support for the Data Protection Officer and presence on the Information Security Committee.

The Information Technology Coordinator will focus their work on electronic administration, the annual procurement plan, the service’s preliminary budget draft, and coordination with other administrations. The Technical Coordinator for New Technologies and Modernization, from the Municipal Assistance Service, incorporates areas such as artificial intelligence applied to Public Administration, the Internet of Things in municipal management, the digitalization of processes, and training and technical assistance to city councils.

Impact

The call defines who will lead the cybersecurity and digital modernization of the Provincial Council at a time when both matters condition the institution’s relationship with the province’s city councils and the protection of sensitive information. By being reserved for career civil servants from the house and the ILC, the process is resolved as an internal merit-based competition, without the entry of external personnel, which limits competition to the provincial staff and makes previous experience in the ICT Service the decisive factor.
