La Diputación de Ciudad Real crea una plaza de Técnico y amortiza otras tres

The Plenary of the Provincial Council of Ciudad Real approved on September 30, 2026, the modification of its organic staff, which includes the creation of one position for a General Administration Technician and the amortization of three civil service positions. The agreement, identified as particular no. 3 of the ordinary session, is published by edict of the Personnel Service in the Official Gazette of the Province of Ciudad Real (BOP) number 193, dated October 7, 2026, under announcement number 3226.

The modification is processed in accordance with article 126.3 of Royal Decree 781/1986, of April 18, which approves the Revised Text of the legal provisions in force regarding Local Government, in relation to article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The edict was signed in Ciudad Real on October 5, 2026, by the President, Miguel Ángel Valverde Menchero, and the Secretary General, Luis Jesús de Juan Casero.

A new Technician position assigned to Procurement

The creation affects the civil service staff in the following terms:

  • Position no. 1822, General Administration Technician, group A1, General Administration scale, Technical sub-scale.
  • Assignment to position no. 1.05.036 (ID 1016), Head of the Procurement and Purchasing Section.

This is a maximum-level position of subgroup A1 within the General Administration scale, linked to the unit that manages the procurement and purchasing of the provincial institution.

Amortization of three civil service positions

The agreement suppresses three positions from the civil service staff:

  • Position no. 1140, General Administration Administrative Assistant.
  • Position no. 1520, General Administration Subaltern.
  • Position no. 1163, General Administration Subaltern.

The operation combines the creation of a technical position with the elimination of two subaltern positions and one administrative position, in a reorganization of personnel that does not alter the number of positions in net terms: one is created and three are amortized.

Deadline for claims and final approval

Interested parties have a period of 15 business days to examine the file and present any claims they deem appropriate before the Plenary of the Provincial Council. The agreement will be considered definitively approved if no claims are presented during that period.

Further personnel adjustments in the same Plenary

The ordinary session of September 30, 2026, included other personnel agreements published in the same issue of the gazette:

  • Particular No. 2: assignment of position No. 2.24.009 (ID 80) to the Roads Service of the Department of Roads, Works, Infrastructure and Environment, with a change of designation to Head of the Planning and Works Section (announcement number 3228).
  • Particular No. 4: modification of the provision method for the Head of Office positions of the Tax Management, Inspection and Collection Service of Puertollano, Tomelloso, Villanueva de los Infantes and Ciudad Real, which are changed to a singularized competition (announcement number 3229).
  • Particular No. 5: creation of the position of Head of the Capital Operations Section attached to the Head of Service in the Grants Service, with the amortization of one General Administrative Technician (TAG) position (announcement number 3227).

These agreements were unanimously approved by those attending, with twenty-five votes in favor, no votes against, and no abstentions, as stated in the published announcements.

The modification of the organic staff directly affects the public employment structure of the provincial institution and the promotion and mobility expectations of its personnel. The creation of a General Administrative Technician position in the Procurement area reinforces a key administrative management unit, while the amortization of three positions reflects the adjustment of staff at the administrative and subordinate levels. The period of 15 business days opens the door for allegations before the agreement is definitively approved.
