The Provincial Council of Cáceres announces four singularized positions via a merit-based competition

The Provincial Council of Cáceres has approved the guidelines to fill, via a competition based on specific merits, four singularized positions within its civil service staff: three section head positions and one assistant to the Treasury. The resolution of the corporation’s president, issued on September 17, 2026, is published in the Official Gazette of the Province of Cáceres No. 0181, dated September 22, 2026, Section I - Local Administration (official reference: BOP-2026-4387). The deadline for submitting applications is ten business days starting from the publication of the call announcement in the Official State Gazette.

The call is supported by the consolidated text of the Law of the Basic Statute of the Public Employee (RDL 5/2015), the Law Regulating the Bases of Local Regime (Law 7/1985), the Public Service Law of Extremadura (Law 13/2015), and the General Regulation for the Entry and Provision of Job Positions (RD 364/1995). The Presidency specifically assumed the competence to approve the guidelines and the call, and the agreement will be reported to the Plenary of the Corporation, effective from the date of signing. The document bears the signature of Álvaro Casas Avilés, in his capacity as Chief Clerk, and spans pages 21695 to 21707 of the gazette.

Four level 26 positions in three provincial areas

The called positions, all with a destination supplement level of 26, are as follows:

• Section Head I (position type 01738), in the Area of Promotion, Mobility, and Provincial Agenda, subgroups A1/A2, specific supplement of 1,444.78 euros and qualification as an Architect, Public Works Technical Engineer, or Technical Architect. Open to other administrations.
• Section Head of Equality, Social Policies, and Development Cooperation (position type 1997), in the Area of Sustainable Development and Tourism, A1/A2, 1,444.78 euros, with 500 hours of specific training in gender and five years of experience in the field. Open to other administrations.
• Section Head of Procurement (position type 02000), in the Area of Sustainable Development and Tourism, A1/A2, 1,444.78 euros, Degree in Law and a type B driver’s license. Closed to other administrations.
• Assistant to the Treasury (position type 2020), in the Area of Treasury and Assistance to Local Entities, subgroup A1, specific supplement of 2,163.69 euros and a degree in Economics, Business Administration (ADE), or equivalent degree, with two years of experience in treasury plans and economic-financial adjustments. Closed to other administrations.

Requirements and submission of applications

Career civil servants from the Provincial Council of Cáceres, the Autonomous Collection Agency, or other public administrations in the positions open to them may apply, provided they possess the required qualification and have remained in their last permanently obtained position for a minimum of two years.

Registration is carried out exclusively through the electronic form on the website https://empleo.dip-caceres.es/, with an electronic signature and processing directed to DIR3 LA0002659. Along with the application, the list of alleged merits with their documentary accreditation, a curriculum vitae, and a report must be provided. Merits regarding consolidated personal grade, work developed, experience, and seniority will be accredited ex officio through certification from the Secretary of the Corporation.

Scale: up to 12 points and mandatory report

The maximum valuation is 12 points, with a minimum score of six points to be awarded the position. It is structured in two phases:

• Phase 1, general merits (between 3 and 9 points): seniority up to 1.6 points; tenure up to 0.9; work developed up to 2; training courses up to 3.6; and consolidated personal grade up to 0.9.
• Phase 2, specific merits (between 0.5 and 3 points): experience in the position up to 0.6 points and the preparation and defense of a report up to 2.4 points.

The report, which is mandatory to pass the second phase, shall be presented in Arial 12, single-spaced, with margins of 3 centimeters except for the right margin (2 centimeters) and a maximum of 30 double-sided A4 pages. In the event of a tie, the score of Phase 2 will be used and, if it persists, that of Phase 1 and the draw carried out in 2025 to order applicants in selection processes.

Valuation Commission and deadlines

The valuation commission will consist of a president, five career civil servant members, a secretary, one representative from each trade union organization, and at least one lawyer from the Legal Services, with equal representation between men and women. The deadline for resolving the competition is six months from the day following the end of the application period, and the assumption of office is set at three business days if there is no change of residence, or one month if it involves moving. An administrative appeal may be filed against the resolution before the Contentious-Administrative Court of Cáceres within two months or, optionally, a request for reversal before the Presidency within one month.

The call for applications opens an internal promotion pathway for the province’s civil service personnel and strengthens sensitive areas of the corporation such as Equality, Procurement, Promotion, and Treasury. Interested parties have a narrow window—ten business days from the publication in the BOE—to formalize an application that requires supporting documentation and a technical report to be defended before the commission.
