The Provincial Council of Cáceres opens the application period for teleworking
Por FactBox Admin

The Provincial Council of Cáceres has opened the application period for its staff to request authorization to perform their duties in a non-presential modality through teleworking. The call is published in the Official Gazette of the Province of Cáceres number 0203, dated October 22, 2026, within Section I - Local Administration, and stems from the resolution issued on October 17, 2026, by the delegated deputy for Internal Regime and Human Resources (CVE: BOP-2026-4951). The announcement occupies pages 24137 to 24155 of the gazette and includes the full terms and conditions and an annex with the positions eligible for this modality.
The framework for the call is the Regulation of Organization and Operation of the non-presential modality, through the Teleworking formula of the Provincial Council of Cáceres and its Autonomous Bodies (ROFT), definitively approved by the Plenary in the ordinary session of October 31, 2024, and published in full in the BOP of November 15, 2024, number 0222. An omission noticed in the text required a correction approved by plenary agreement on June 26, 2025, and published on July 7, 2025. The regulation is based on article 50.2 of Law 13/2015, of April 8, on the Public Service of Extremadura, and article 20 of the current Agreement-Convention of the staff with the provincial Administration, which already provided for the non-presential provision of service.
Ten business days to submit the application
Applications must be addressed to the Presidency of the Provincial Council of Cáceres and submitted through the institution’s Electronic Office within ten business days starting from the day following the publication of the announcement. The request refers exclusively to the position held by the person at the time of registration and can be downloaded from the Employee Portal.
- Submission deadline: 10 business days from the day following publication.
- Sole channel: Electronic Office of the Council of Cáceres.
- Resolution and notification: maximum of two months, with dismissive effects if there is no express pronouncement.
- Mandatory report from the head of service: 10 calendar days.
Three in-person days and two teleworking days
The general modality is distributed as three days of in-person work and two days of teleworking per weekly calculation. Sections may opt for a different distribution when service needs allow, with a maximum of one non-presential weekly workday. The daily workday may not be split between both modalities.
The authorization shall have a duration of one year from the start date set in the resolution and shall be understood as extended at the end of that period, until the resolution of the new call, provided that the person applies again. Adhesion is voluntary and reversible at the request of the teleworking person.
Scope of application and required requirements
The subjective scope covers the civil service and contractual staff of the Provincial Council of Cáceres, the Autonomous Body for Tax Collection and Management, and the MasMedio Consortium, provided they occupy a position susceptible to this modality and guarantee in-person attention to citizens. Anyone with recognized compatibility with another position or activity is excluded.
- Be in an administrative situation of active service or with a reserved position.
- Accredit at least one year of effective performance in the position or in another of similar content within the same unit.
- Possess basic training in digital competencies and cybersecurity, as well as in data protection.
- Know and apply the measures of the Prevention Service following the self-assessment.
- Have own means while there is no Administration equipment: telephone, computer with Windows 7/10 or similar, 2 GB of RAM, 32 GB of free disk space, 1280x720 pixel monitor, and a connection of at least 10 Mbps.
Quotas per service and tie-breaking scale
Annex I lists the authorizable positions by areas and services, from Presidency and Treasury to Informatics and Innovation, including Development, Sustainable Development, Culture, Personnel, and SEPEI. Positions marked with an asterisk are limited by the suitability reports of each organic unit, such that only a determined number of places of the same category can opt for teleworking. In the Autonomous Body for Tax Collection and Management, there are, among others, three management technicians, six administrative staff, six assistants, one operations technician, one software analyst, two application analysts, and one technical architect.
When there are more applications than quotas for the same profile in the same organic unit, the Technical Commission for the Application and Monitoring of Teleworking will apply the tie-breaking scale of article 33 of the ROFT. The call warns that occupying a position included in the annex does not guarantee automatic granting. The act is final in the administrative route, and a contentious-administrative appeal may be filed against it within two months before the Contentious-Administrative Court of Cáceres or, optionally, a request for reversal within one month.
The call for applications regulates access to teleworking in a provincial institution with services dispersed throughout the territory of Cáceres and is issued annually, thus setting the labor calendar for hundreds of public employees and dependent bodies. Interested personnel have ten business days to formalize their request and must certify technical and training requirements before the effective start of the non-presential service.
