The Provincial Council of Tarragona announces eighteen vacancies via a merit-based competition

The Provincial Council of Tarragona has initially approved the rules governing the filling, via a merit-based competition, of eighteen vacant job positions in the corporation’s Job Position List. The agreement is from the Governing Board of October 20, 2026, and is published in the Official Gazette of the Province of Tarragona on October 30, 2026, with the official reference CVE 2026-10120 and the signature of the general secretary, Josep M. Sabaté Vidal. The rules are open for public inspection before the filling procedure is deployed.

The approved package is broken down into thirteen calls, numbered from 64-2026 to 76-2026, covering nine civil servant positions and nine labor staff positions, all within the professional groups AP and APL with the destination supplement 14-28. Six of the calls correspond to a restricted shift reserved for people with disabilities. The promoting area is People and Talent, through Planning and Organization, and the measure affects both internal staff and applicants for a position at the provincial institution.

Civil servant positions

• 1923 – Facilities Assistant, Social and Cultural Promotion Area, Museum of Modern Art, maintenance and public attention; restricted shift; call 65-2026.

Requirements and calendar

The text establishes as a general condition to be a career civil servant of the Diputació de Tarragona or its autonomous bodies, in subgroup AP, or fixed-term contractual staff of group APL, depending on the nature of the position. An intermediate level certificate in Catalan (B1) is also required, as well as having occupied the position for which the competition is held with a definitive destination for a minimum of two years, a term that is reduced to one year if the position to be filled is in the same area.

• Twenty days of public information regarding the rules, starting from the day after publication in the bulletin.
• Fifteen business days to submit applications and prove merits, from the publication of the definitive approval.
• Documentary accreditation must be done mandatorily via the link and PIN provided in the IntraDT, not through the Electronic Office or the General Registry.

Scale, commission, and resolution

The scale grants a maximum of 29 points for civil servant positions and 26 for contractual positions, which do not value the consolidated personal grade. Work developed in the current position adds up to 6 points; seniority, up to 3 (0.20 points per year in an equal or higher subgroup and 0.10 in a lower subgroup); the consolidated grade, up to 3; training, up to 4 (0.015 points per hour, with 0.75 per postgraduate degree and 1.50 per master’s); academic qualifications, up to 3, and the superior level of Catalan, 1 point.

Specific knowledge and skills may be verified with a practical case, which is mandatory if there is more than one applicant, and is eliminatory with a minimum of 5 points. The minimum score to be awarded the position is 10 points, and the body conducting the process is the Evaluation Commission, which may appoint specialist advisors with a voice but without a vote. Its acts may be appealed administratively before the presidency of the corporation, in accordance with articles 121 and 122 of Law 39/2015. The convening body must resolve within a maximum term of one month and publish the appointment on the corporate notice board and in the BOP.

The impact of the call is twofold: it organizes the internal career of a provincial workforce with eighteen destinations at stake and opens six channels reserved for people with disabilities, while setting the threshold for obtaining a position at ten points. For internal staff, the actual calendar begins when the rules move from initial approval to definitive and the fifteen business days for applications start.
