La Diputació aprova finançar tècnics de salut pública amb 4,03 milions

The Diputació de Lleida has definitively approved the Economic Plan intended to finance the hiring of local public health technical personnel for the county councils, the Conselh Generau d’Aran, and city councils with more than 4,500 inhabitants in the Lleida district, with a maximum allocation of 4,030,000.00 euros for the 2026 and 2027 annualities. The agreement is published in the Official Gazette of the Province of Lleida number 189, dated October 5, 2026, with the official reference BOP-2026_0_189_8153 (edict 8153, pages 1 to 14). The text dismisses the allegations presented during the public exhibition and thus closes the processing of the plan.

The Plenary of the Diputació de Lleida, in ordinary session number 7/2026 on July 16, 2026, initially approved the plan. Following the public information period, the allegations were dismissed by Plenary number 8/2026, held on September 17, 2026, the session in which the plan was definitively approved. The file includes the Audit Intervention report on basic requirements, which was favorable with observations, dated July 8, 2026. The document is signed by the president of the corporation, Joan Talarn Gilabert, dated September 25, 2026.

The plan is framed within Law 18/2009, of October 22, on public health of Catalonia, and responds to the lack of specialized human resources in municipalities, especially smaller ones, to assume the competencies of health protection and promotion, disease prevention, epidemiological surveillance, and sanitary control. The initiative aligns with Sustainable Development Goals number 3 (Good Health and Well-being) and number 17 (Partnerships for the Goals).

An own job bank and 34 technicians in the territory

The Diputació de Lleida will create a specific job bank for the hiring of health technicians, from which local entities can draw to incorporate the personnel who will exercise municipal competencies in public health. Additionally, it will develop a temporary reinforcement program for the Area of Public Health, Social Cohesion, Welfare, and Citizenship, with 6 technical personnel coming from this job bank.

The global summary of Annex III provides for 34 technicians:

  • 14 technicians belonging to the county councils and the Conselh Generau d’Aran
  • 17 technicians for municipalities with more than 4,500 inhabitants
  • 3 reinforcement technicians for the Diputació

By county, Segrià concentrates 8 technicians, followed by Urgell with 4, and Noguera, Pla d’Urgell, and Segarra, with 3 each.

65,000 euros per entity and year, with Segrià as the exception

The plan allocates 2,015,000.00 euros to each of the 2026 and 2027 annual installments. The endowment is distributed with a fixed amount of 65,000.00 euros per municipality, county council, and for the Conselh Generau d’Aran, a figure that rises to 130,000.00 euros annually in the case of the Consell Comarcal del Segrià, due to its larger volume of population and municipalities and the need to guarantee the deployment of the plan at the county level.

The beneficiaries are:

  • 17 city councils: Agramunt, Alcarràs, Almacelles, Alpicat, Balaguer, Bellpuig, les Borges Blanques, Cervera, Guissona, Lleida, Mollerussa, Solsona, la Seu d’Urgell, Tàrrega, Torrefarrera, Tremp and Vielha e Mijaran
  • 12 county councils: Alt Urgell, Alta Ribagorça, Cerdanya, Garrigues, Noguera, Pallars Jussà, Pallars Sobirà, Pla d’Urgell, Segarra, Segrià, Solsonès and Urgell
  • The Conselh Generau d’Aran

Personnel expenses for new hires linked to public health functions and other management expenses are eligible for subsidies up to a limit of 20% of the subsidy for each annual installment. The grants are compatible with other subsidies for the same purpose, provided that the total cost of the action is not exceeded, and will be paid in the form of a lump sum with advance payment of the total amount.

Deadlines, acceptance and appeals

  • Acceptance of the 2026 installment: 20 business days from the publication of the final approval in the Official Gazette of the Province of Lleida
  • Acceptance of the 2027 installment: from September 1 to September 30, 2027
  • Execution period for 2026: one year from the first action, not exceeding 3 months from the establishment of the job bank
  • Justification: 3 months from the end of the execution period of each annual installment
  • Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Lleida: 2 months
  • Appeal for reversal before the body that issued the decision: 1 month

The processing of the acceptance will be done through the web form enabled at platecnicsalut.diputaciolleida.cat. The agreement will be communicated to the National Database of Subsidies (BDNS) and will be published on the Transparency Portal of the Provincial Council, in compliance with Law 19/2014, of December 29, on transparency, access to public information and good governance.

The deployment of the plan represents a structural reinforcement of public health in the local sphere of the Lleida district, which until now depended on insufficient own resources to cover health protection and promotion. With 34 planned technicians and a horizon of two annual installments, the city councils and county bodies gain technical capacity to act as the local health authority and to handle the health surveillance and control of the territory.
