Por FactBox Admin

La Comunidad prorroga hasta 2027 la oficina de rehabilitación de los aparejadores

The Community of Madrid extends for one more year, until November 2, 2027, the agreement with the Official College of Building Engineers and Technical Architects of Madrid (COAATM) to maintain the rehabilitation office that acts as a “one-stop shop,” funded with 650,000 euros from the European Union’s Next Generation funds. Addendum III, signed on September 2, 2026, is published in the BOCM no. 236, of October 3, 2026, within section I.D) Announcements of the Ministry of Housing, Transport and Infrastructure (reference BOCM-20261003-2).

A one-year extension and 250,000 euros for the second semester

The original agreement was signed on November 2, 2022, under Royal Decree 853/2021, of October 5, which regulates the aid programs for residential rehabilitation and social housing of the Recovery, Transformation and Resilience Plan. Its program 2 finances “one-stop shop” rehabilitation offices to coordinate, inform, and facilitate the management of aid for citizens, homeowners’ associations, companies, and rehabilitation agents.

The new addendum incorporates a fifth quater clause that sets the aid to the college at 250,000 euros for the second semester of 2026, limited to expenses actually incurred and charged to budget item 78405 “Housing rehabilitation grants.” The amount will be allocated to:

  • Expansion and operation of the rehabilitation office.
  • Hiring of technical and administrative staff.
  • Other eligible expenses provided for in articles 23 and 24 of Royal Decree 853/2021.

The maximum amount of the program may not exceed 800 euros per dwelling with a favorable resolution from aid program 3, according to the agreement of Addendum IV to the Bilateral Commission of May 19, 2026.

How and when the grant is paid

The sixth ter clause details the payment schedule for the second semester of 2026:

  • The first 50% will be paid once the second 50% of the first semester of 2026 has been justified.
  • The second 50% will be paid after justifying all expenses as of December 31, 2026.
  • The total justification for the semester must be completed before June 30, 2027, through certification by the Dean/President.

The COAATM is exempt from providing a guarantee for the advances, by virtue of article 4.5 of Royal Decree 853/2021. The justification regime refers to article 30 of Law 38/2003, of November 17, General Law on Subsidies.

Background and extension of deadlines

The agreement has already accumulated several modifications: addendum I, of July 23, 2024, extended it for two years until November 2, 2026, and increased the allocation to 1,000,000 euros for 2024 and 2025; addendum II, of December 17, 2025, increased the grant by 250,000 euros to ensure the continuity of the actions until June 30, 2026.

Royal Decree 326/2026, of April 22, amended article 4.7 of Royal Decree 853/2021 to allow for exceptional extensions. Following this, the Community of Madrid requested an extension of deadlines on May 11, 2026, which resulted in the extension of the execution of actions until December 31, 2026, and the justification before the Ministry of Housing and Urban Agenda until June 30, 2027.

The addendum is signed by Elena Rodríguez-Manzaneque García-Alcañiz, Director General of Housing Aid and Access, appointed by Decree 88/2025, of November 5, and by Gregorio Díaz Están, president of the COAATM. The Official College of Architects of Madrid also appears in the initial designation of direct grant beneficiaries.

Impact for communities and companies

The continuity of the “single window” office directly affects homeowners’ associations, companies, and rehabilitation agents processing energy rehabilitation grants in the region. The addendum itself justifies the extension based on the experience and specialization of the assigned personnel, which are decisive in guaranteeing the closure and justification phase of program 3, which possesses high technical and administrative complexity. Maintaining the service until the end of 2027 provides applicants with the margin to complete files and collect subsidies whose execution period now extends until December 31, 2026.
