The Community extends the agreement with the COAM and adds 250,000 euros

The Community of Madrid has extended for one more year, until November 2, 2027, the agreement with the Official College of Architects of Madrid (COAM) for the rehabilitation office that acts as a single window, and has added 250,000 euros for the second half of 2026. Addendum III, signed on September 2, 2026, is published in BOCM no. 230, of September 26, 2026 (reference BOCM-20260926-5), in the announcements section of the Ministry of Housing, Transport and Infrastructure. The agreement directly affects owners and communities processing energy rehabilitation grants in the region.

The original agreement was signed on November 2, 2022, between the then Ministry of Environment, Housing and Agriculture and the COAM, and implemented a direct grant of 650,000 euros to create and manage a rehabilitation office within the framework of the Recovery, Transformation and Resilience Plan, funded by NextGenerationEU funds. The reference regulation is Royal Decree 853/2021, of October 5, whose program 2 regulates support for “single window” type rehabilitation offices, with a maximum of 800 euros per home rehabilitated through aid program 3.

The addendum is signed by the Director General of Housing Aid and Access, Elena Rodríguez-Manzaneque García-Alcañiz (appointed by Decree 88/2025, of November 5), by delegation of the regional minister, and the dean of the COAM, Sigfrido Herráiz Rodríguez.

A one-year extension and 250,000 euros more

The second clause of the addendum extends the agreement for one year, until November 2, 2027, based on article 49.h) of Law 40/2015, of October 1, which allows successive annual extensions if adequate and sufficient credit exists. The first clause modifies the twelfth clause of the agreement to enable these additional extensions beyond the four years initially planned.

The third clause incorporates a new clause fifth quater which sets the aid to the COAM at 250,000 euros for the second half of 2026, limited to the expenses actually materialized. The expenditure is charged to budget item 78405 “Housing rehabilitation grants” and is intended for the expansion and operation of the office, including the hiring of technical and administrative staff.

Payments, justification and control

The new clause sixth ter details the payment schedule for the grant for the second half of 2026:

• The first 50 percent will be paid once the second 50 percent of the first semester of 2026 has been justified.
• The second 50 percent will be paid once all expenses as of December 31, 2026, have been justified.
• The total justification must be submitted before June 30, 2027, by means of a certification of expenses issued by the dean.
• The COAM is exempt from providing a guarantee for the advances, according to article 4.5 of Royal Decree 853/2021, of October 5.
• If the actual expenditure is lower than the allocation, the grant will be reduced in the same proportion and the remaining credits will be released.

Background of the agreement

The file already accumulates several modifications, according to the published text itself:

• Addendum I for extension and modification (July 23, 2024): extended the agreement for two years, until November 2, 2026, and increased the allocation to 1,000,000 euros for 2024 and 2025 (500,000 euros per year).
• Addendum II (December 17, 2025): increased the grant by 250,000 euros to ensure the continuity of the actions until June 30, 2026.
• Addendum III to Agreement number 2 of the Bilateral Commission (September 5, 2025): added 500,000 euros for the agreements with the COAM and the Official College of Building Technicians and Technical Architects of Madrid.
• Addendum IV to Agreement number 2 of the Bilateral Commission (May 19, 2026): set the cap at 800 euros per dwelling and extended the execution until December 31, 2026, and the justification until June 30, 2027, under Royal Decree 326/2026, of April 22.

The extension is due to the fact that the offices have met the planned objectives and their staff have accumulated a decisive specialization to close and justify program 3, phases of high technical and administrative complexity. The Community formally requested the extension on May 11, 2026.

For citizens, the continuity of the COAM single window means maintaining a point of specialized technical information, guidance in the preparation of applications, and support in the processing of energy rehabilitation grants throughout the regional territory until the end of 2027.
