La Comunidad licita por 12 millones la residencia de mayores de Usera

The Community of Madrid has put out to tender the management of the Care Center for Elderly People in situations of dependency —residence and day care center— and the assisted living apartments in Usera, with a base tender budget of 12,049,968.90 euros. The call is formalized in the Resolution of September 28, 2026, from the Technical General Secretariat of the Ministry of Family, Youth and Social Affairs, published in the Official Gazette of the Community of Madrid (BOCM) no. 239, of October 7, 2026 (reference BOCM-20261007-36). Companies in the socio-sanitary sector have until October 30, 2026, to submit their bids.

An essential service with a contract in effect until March 2027

The file, identified as 053/2027 (A/SER-036507/2026), is processed by the Procurement Division of the Technical General Secretariat and responds to the need to guarantee the continuity of a service currently provided by a company through a contract that expires on March 31, 2027. The announcement justifies the outsourcing on the grounds that the Administration does not have sufficient or adequate material means or personnel, nor is any expansion planned.

The scope covers three distinct services: the residence and the day care center, conceived as social centers that offer accommodation, coexistence, and comprehensive care to improve the quality of life for the elderly and maintain or restore their functional capacities; and the assisted living apartments, an accommodation facility with common services for elderly people with personal autonomy to avoid their institutionalization.

  • Estimated contract value: 25,490,318.83 euros.
  • Base tender budget: 11,586,508.56 euros taxable base, 463,460.34 euros VAT (4%), and 12,049,968.90 euros total amount.
  • Execution period: two years, from April 1, 2027, to March 31, 2029.
  • Extension: permitted, with a maximum term, including this one, of two years.
  • Division by lots: no.
  • Place of execution: ES300 (province of Madrid).
  • CPV: 85311000-2 (social assistance services with accommodation) and 85312100-0 (day center services).

Open procedure and distribution of points

The contract is awarded through an open procedure with a plurality of criteria, in accordance with section 10 of the characteristics table of the Particular Administrative Clauses Specifications. The valuation is distributed as follows:

  • Criteria whose quantification depends on a value judgment: up to 30 points.
  • Economic offer: up to 40 points.
  • Criteria evaluable automatically through formulas: up to 30 points.

The final guarantee is set at 5 per 100 of the award amount, excluding VAT, and no provisional guarantee is required. Bids must be written in Spanish and presented in three envelopes: administrative documentation; technical documentation relating to the value judgment criteria; and the economic proposal and documentation for the automatic criteria. The contract is not financed with European Union funds.

Electronic submission until October 30

The submission of bids is electronic, through the Licit@ system of the Public Procurement Portal of the Community of Madrid. The deadline ends on October 30, 2026, and bidders are obliged to maintain their offer for two months from the day following the opening of the proposals.

The opening of the envelopes will be held via videoconference using Microsoft Teams at 11:00 AM on November 13, 2026; those interested in attending must identify themselves 48 hours in advance at the email contratacion@madrid.org. The announcement was sent to the Official Journal of the European Union on September 28, 2026. The contract is subject to a special appeal in procurement matters before the Administrative Tribunal for Public Procurement of the Community of Madrid. The resolution is signed by the Head of the Procurement Division, Antonio Benito Martínez, by delegation (Resolution 464/2024, of January 25).

The continuity of the residence, the day center, and the assisted living apartments of Usera depends on this tender: any delay in the award would leave an essential service for the dependent people of the district and for the socio-sanitary sector companies participating in the competition without contractual coverage.
