The expansion of Rovi Pharma in San Sebastián opens public information

The General Directorate of Urban Planning of the Community of Madrid has opened for public consultation the expansion project of the current special action covering the industrial facilities of Rovi Pharma Industrial Services, S. A. U. in San Sebastián de los Reyes. The decision is formalized in the resolution of October 9, 2026, by the Director General of Urban Planning, Sara Emma Aranda Plaza, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID (BOCM) number 264, of November 3, 2026, in Section I (Community of Madrid), section D) Announcements, with reference BOCM-20261103-52. The process grants a period of one month, starting from the day following publication, to examine the file and submit allegations.

The file is being processed in the General Directorate of Urban Planning, a body dependent on the Ministry of Environment, Agriculture and Interior, under number 10-0597-00005.3/2026 and reference Reur 107556. The procedure complies with article 150.1.a) of Law 9/2001, of July 17, on Land of the Community of Madrid, the regulation that governs the regime of special actions on non-developable land and its modification.

The resolution comes after an internal processing that the resolution itself details:

• Technical reports from the Planning Area 1, issued on July 6 and October 1, 2026.
• Legal report from the Processing and Resolution of Procedures Area, dated October 7, 2026.
• Resolution proposal submitted by the Deputy Director General of Urban Planning and the Deputy Director General of Regulations and Urban Legal Regime, dated October 9, 2026.

A 70,880 square meter estate next to the A-1

The object of the process is the “Expansion Project of the current Special Action Project; industrial facilities of Rovi Pharma I. S., S. A. U.”, in its June 2026 document version. The resolution precisely identifies the affected estate:

• Location: old Ctra. de Burgos, km. 20.9, service road of the A-1, municipality of San Sebastián de los Reyes.
• Surface area: 70,880 m².
• Cadastral plots: 255, 251, 12, 13 and K49 of Polygon 21 of the Rural Cadastre.
• Registry reference: estate number 64679 of the Property Registry number 1 of San Sebastián de los Reyes.

The expansion is therefore carried out as a modification of a special action project already in force, and not as a new development, which determines the procedural channel applied.

One month to consult and allege

The public information period is one month and opens the day following the publication of the announcement, that is, on November 4, 2026. During this period, the case documents may be examined on the institutional portal of the Community of Madrid, in the transparency section dedicated to the consultation and public exhibition of regulatory and planning files.

The body from which specific information about the project can be obtained is the Processing and Resolution of Procedures Area of the General Directorate of Urbanism.

Hearing for the City Council and adjacent owners

Parallel to the public information period, the resolution agrees to grant a hearing, also for a period of one month, to three recipients:

• The City Council of San Sebastián de los Reyes, as the local administration affected by the layout and industrial implementation.
• The interested party, namely, the promoter of the expansion project itself.
• The owners of the plots adjacent to the property subject to the application.

The dual track—open public exhibition and regulated hearing for those directly concerned—is what ensures that both the landholders in the surrounding area and the city council can express their views before the resolution that concludes the case.

The announcement affects a consolidated industrial estate on the A-1 axis, in a municipality in the northern metropolitan area of Madrid. The expansion of a pharmaceutical plant involves construction work, freight traffic, and additional industrial activity in the immediate vicinity of the residential and rural plots of Polígono 21, hence the interest for the neighbors and owners of the area: they have one month, from November 4, to review the June 2026 document and submit allegations to the General Directorate of Urbanism.
