Por FactBox Admin

The La Algaba City Council has definitively approved the Partial Planning Plan for the sectorized developable land sector SI-3 of the municipality’s General Urban Planning Plan (PGOU). The agreement was adopted by the municipal Plenary in an ordinary session on January 30, 2026, and is now published in the Official Gazette of the Province of Seville, number 214, dated November 5, 2026, with reference BOP-SE-2026-214007 and within file 30/2020. The announcement is signed by the mayor-president, Diego Manuel Agüera Piñero.
A file initiated in 2022 and closed four years later
The processing began on May 8, 2022, when the Local Government Board initially approved the document by virtue of the delegation of powers of the Mayor’s Office established by Resolution No. 849/2019, of June 24. The Partial Plan, drafted by engineer Francisco Manuel Dorado Ortega (member no. 18,800 of the Official College of Civil Engineers), was submitted for public review for one month through announcements in BOP No. 137, of June 16, 2022, on the municipal notice board, on the Transparency Portal, and in the newspaper ABC de Sevilla on June 10, 2022.
Provisional approval arrived on April 16, 2025. During the processing, various sectoral reports were accumulated: the State Road Demarcation in Western Andalusia reported favorably on July 24, 2025, and the Territorial Delegation of Development, Territorial Articulation and Housing in Seville issued a favorable report on January 20, 2026 (file TIP/2022/000826), conditional upon correcting the parking reservation and the graphic documentation. Aljarafesa reported favorably on October 8, 2025. The Regional Government’s Road Service had reported unfavorably in April 2025 due to the proximity between roundabouts.
Nine thousand square meters of industrial and six thousand of tertiary use
The annexed urban planning regulations organize the sector into six zones: industrial, tertiary, facilities, roads, open spaces, and infrastructure reserves. The main figures of the document are:
- Zone O-1 (industrial, with compatible tertiary): buildability of 1.255 m² of roof per m² of land for exclusively industrial development, up to 16,755 m² and 16,755 utilization units (UA).
- Mixed scenario in O-1: 0.69 m²/m² for industrial and 0.484 m²/m² for tertiary, with 9,215 m² industrial and 6,855 m² tertiary, 16,070 m² built and the same 16,755 UA.
- Zone O-2 (exclusive tertiary): minimum plot of 100 m² compared to the 1,000 m² of O-1, with a minimum facade of 6 meters in both cases.
- Zone O-DOT: coefficients of 1.4 m²/m² for sports equipment and 2.0 m²/m² for social and commercial uses.
- Maximum heights of three floors (ground floor plus two) and 15 meters of cornice, with one basement floor.
- Parking of one space per 100 m² built inside the plots and between 0.5 and 1 public space per 100 m² of roof on the roadway.
Management will be carried out through the compensation system in a single execution unit, with the urbanization works handled by the Compensation Board.
Guarantee of 93,480 euros and regional deposit
The plenary agreement requires developers to provide a guarantee of 93,480.74 euros, equivalent to 6% of the 1,558,012.39 euros in urbanization and management costs, and imposes it as a prerequisite for the publication of the agreement. The amount will be updated when the Special Infrastructure Plan, which specifies the general systems assigned to the sector, is approved.
The City Council must deposit the complete documents in the registry of the Department competent in Land Use and Urban Planning within one month, in addition to the municipal registry. The instrument is already registered in the Regional Registry of Urban Planning Instruments under number 10,793.
Voting and effects
The agreement passed by absolute majority with the votes of the councilors from the PSOE Group (12), Con La Algaba, IU, and Podemos (2) and Vox (1), with the abstention of the Popular Group (1), in a session with 16 of the 17 members of the Corporation. The Partial Plan will enter into force the day after its publication and is not subject to administrative appeal, only to contentious-administrative challenge.
The sector is thus organized as land for economic activity—industrial and tertiary—with allocations for facilities and open spaces, with no residential reserve. The publication closes a procedure of more than four years and enables the urbanization of an area intended to expand the municipality’s productive land and to establish the burdens that the owners will assume.
