The IMSST calls for five administrative positions from the 2023 public offer

The Municipal Institute of Social Services of Tarragona (IMSST) has opened the selection process to fill five positions for general administration clerks, classified in the general administration scale, administrative subscale, group C subgroup C1. The president of the organization approved the call and the rules on September 17, 2026 and, on October 6, 2026, a resolution rectifying a material error in the text of the rules. The announcement is published in the Official Gazette of the Province of Tarragona (BOPT) on October 16, 2026, with the reference CVE 2026-09323 and file 2026/2-IG510.

The five positions are numbers 191, 192, 193, 194, and 195 of the 2023 public employment offer of the IMSST, and will be filled as career civil servants through a free competitive examination system. The modification of the offer approved by the president on December 22, 2023, reserves position 195 for people with disabilities. The resolution, signed by the delegated secretary Albert Torres Nièrga, is framed within article 109.2 of Law 39/2015, on the common administrative procedure, and Legislative Decree 5/2015, which approves the revised text of the basic statute of the public employee.

Rectification of the rules

The resolution of October 6 corrects the specific rules approved on September 17. On one hand, it incorporates into the objective the mention that one of the five positions is reserved for people with disabilities. On the other, it adds a section D) regarding the option for reserved positions and completes the tenth rule with the destination of the position if it remains vacant.

• Applicants opting for the reserved position must expressly indicate this in the application.
• They must present a binding report on psychic, physical, or sensory conditions, issued by the competent multiprofessional team, before the first test.
• People with a recognized disability equal to or greater than 33% may request adaptations in time and material means.
• If no applicant from the reserve passes the process, the position is added to the free list and the tribunal proposes the corresponding appointment.

Requirements, deadlines, and fees

The access requirements are a high school diploma (batxiller), technical degree, or equivalent or higher; a C1 level sufficiency certificate in the Catalan language; and, for persons without Spanish nationality, a C1 certificate in Spanish. Applications are submitted preferably via the Internet, using the specific model for participation in selection processes, or at the General Registry of the Tarragona City Council and at the OMAC offices.

• Deadline: 20 business days from the day after the last publication of the call in the DOGC or the BOE.
• Examination fee: 22 euros.
• Zero fee: unemployed persons without benefits or with six months of seniority, and persons with a disability equal to or greater than 33%.
• Documentation: qualification, proof of fee payment, list of merits, and documentary accreditation of merits.

Tests, tribunal and job bank

The process combines an opposition phase with mandatory and eliminatory exercises, a non-eliminatory competition phase of a maximum of 12 points, and a practical training period. The qualifying tribunal is presided over by the head of the Personnel service and is composed of one person proposed by the School of Public Administration of Catalonia, three technical persons, and the head of the selection processes department as secretary, with voice but without vote.

• First exercise: Catalan language test level C1, graded as pass or fail.
• Second exercise: questionnaire of 20 multiple-choice questions, maximum 10 points, with a minimum of 5 to pass.
• Third exercise: two-hour practical case study, maximum 20 points, with a minimum of 10.
• Competition: seniority (maximum 6 points), training and professional development (maximum 6 points), qualifications (maximum 2 points), Catalan C2 (0.5 points), and ACTIC (maximum 0.5 points).
• Job bank: validity of two years, extendable based on staffing needs.
• Syllabus: 40 topics, 24 common subjects and 16 specific subjects.

With this call, the IMSST fills five positions from the 2023 offer and reinforces the administrative staff of a first-level municipal service, while reserving one position for persons with disabilities. The resolution does not end the administrative route: an appeal for reversal may be filed before the mayor within one month from the day after the publication of the last announcement in the DOGC or the BOE.
