IMAS suspends social insertion aid for August for eight recipients in Mallorca
Por FactBox Admin

The Presidency of the Mallorcan Institute of Social Affairs (IMAS) has suspended the economic benefit for support of social insertion processes corresponding to the month of August 2026 for the eight people listed in Annex 1 of the Resolution of September 23, 2026 (reference 10419). The decision is published in the Official Gazette of the Balearic Islands (BOIB) no. 133, of October 20, 2026, within Section III, with the approval of the executive counselor of Social Welfare and president of IMAS, Guillermo Sánchez Cifre, and an electronic signature dated September 24, 2026. The body argues that those affected have temporarily lost one of the required requirements or have failed to comply with one of the obligations provided for in articles 5 and 6 of the regulating ordinance.
The measure is framed within the Ordinance of the economic aid for support of social insertion processes of IMAS, definitively approved by the Plenary of the Council of Mallorca and published in BOIB no. 78, of June 16, 2022, with corrections of errors in BOIB no. 81, of June 23, 2022. Article 20 of this regulation establishes the grounds for suspension of the benefit, and article 23 requires the resolution to be published in the official gazette and on the entity’s notice board.
The amounts of the applicable scale were updated by the Resolution of January 8, 2026, of the Presidency of IMAS (BOIB no. 13, of January 27, 2026), as a consequence of Royal Decree-Law 16/2025, of December 23, on urgent measures facing situations of social vulnerability. IMAS is an autonomous body created by the Council of Mallorca and attached to its Department of Social Welfare, with statutes published in BOIB no. 67, of May 18, 2019.
Eight suspended files and the reason for each
Annex 1 identifies the affected recipients by first and last name and with four random digits of the identity document, as required by the seventh additional provision of Organic Law 3/2018, on the protection of personal data:
- Batista dos Santos Lobo, Claudia (***1637): failure to comply with the obligation of article 6.a, to prove requirements with the supporting documents of article 11.
- Benyaagoub, Naima (***6306): income derived from labor insertion that temporarily equals or exceeds the scale.
- Er Reqyq, Haroune (***0075): same cause of labor income.
- Galindo Delgado, Mishel Escoli (***5646): same cause of labor income.
- Günter, Katharina (***0951): same cause of labor income.
- Guzman Herrera, Lindalyz Carolina (*0347): suspension while the modification of the aid is being processed.
- Mir Eklund, Pedro (*6823): labor income that equals or exceeds the scale.
- Ramirez Hoyos, Maria Teresa (***0596): temporary loss of the requirement to sign the social inclusion agreement-itinerary with the referring staff.
Four different scenarios of article 20
The reasons invoked correspond to four distinct sections of the ordinance:
- Article 20.1.a, when the beneficiary obtains income from labor insertion that temporarily equals or exceeds the scale in Annex I. This is the most frequent case, with five files.
- Article 20.1.c, due to the temporary loss of any requirement of Article 5, specifically that of signing the social inclusion itinerary agreement.
- Article 20.1.d, due to the failure to comply with any obligation of Article 6, in this case the documentary accreditation of the requirements.
- Article 20.1.e, while the modification of the aid is being processed.
The resolution recalls that the competence to approve it corresponds to the Presidency of the IMAS according to articles 7.2 and 7.3 of the statutes, and that the vice-presidencies substitute in case of vacancy, absence, illness, or physical impossibility.
Publication and appeals
The resolution does not exhaust the administrative route and must be published in the BOIB and on the IMAS notice board, in the social benefits area. The deadlines to challenge it are:
- One month, counting from the day after notification, to file an appeal for reversal before the Executive Council of the Council of Mallorca.
- Two months, from the day after notification, to present a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance, if the appeal for reversal is expressly dismissed.
- In case of dismissal by silence, the contentious appeal may be filed at any time from the following day, once three months have elapsed since the filing of the appeal without a notified resolution.
The competency basis of the measure is article 70.4 of the Statute of Autonomy of the Balearic Islands (BOIB no. 32, of March 1, 2007), article 14 of Law 14/2001, of October 29, on the attribution of competencies to the island councils, article 37 of Law 4/2009, of June 11, on social services, and article 5.5 of Law 4/2023, of February 27, on social benefits of an economic nature.
The suspension affects one specific month, August 2026, and leaves in the hands of the specialized services of the IMAS the ex officio offsetting of debts provided for in articles 19, 21, and 24 of the ordinance. For the recipients, publication in the bulletin is the formal means of notification of a decision that may entail the temporary interruption of a monthly income linked to a social inclusion itinerary, such that the one-month deadline to appeal begins to count from the day after notification.
