L'Agència de l'Habitatge eleva a 150 milions el Fons Públic d'Emancipació juvenil

The Housing Agency of Catalonia is increasing the Public Emancipation Fund by 50 million euros, the loan-based aid program designed to facilitate access to the first owned home for young people, which thus increases from 100 to 150 million. This is established by Resolution TER/3887/2026, of October 26, signed by the entity’s president, Lídia Guillén Simón, and published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9784, of October 30, 2026, under the reference CVE-DOGC-A-26301036-2026. The provision, included in the Other provisions section of the Department of Territory, Housing and Ecological Transition, enters into force on the day of its publication.

The beneficiary call is the one opened by Resolution TER/2344/2025, of June 19, published in DOGC no. 9440 of June 25, 2025, and identified with the reference BDNS 841440. That resolution set an initial maximum amount of 100,000,000.00 euros, charged to item D/840.0001 “Deposits constituted” of the extended budget of the Housing Agency of Catalonia for the 2025 financial year.

The now-published text recalls that point 3.4 of the original call already provided that the initial available credit could be modified in accordance with current regulations, which provides coverage for the agreed expansion.

From 100 to 150 million: how the allocation stands

The resolution sets the maximum amount of the call at 150,000,000.00 euros, distributed across two budget years and in a single accounting application:

  • 100,000,000.00 euros charged to item D/840.0001 “Deposits constituted” of the extended budget of the Housing Agency of Catalonia for the 2025 financial year.
  • 50,000,000.00 euros charged to the same item D/840.0001 “Deposits constituted” of the budget of the Housing Agency of Catalonia for the 2026 financial year.
  • 150,000,000.00 euros as the total maximum amount of the call.

The Agency justifies the operation on the fact that it has “an additional allocation in the amount of 50,000,000.00 euros to be allocated to these grants,” as stated in the recital prior to the resolution part.

The resolution is based on three normative references that require grant calls to specify the maximum amount and the budget application:

  • Article 92.4.b) of Legislative Decree 3/2002, of December 24, approving the revised text of the Public Finance Law of Catalonia.
  • Article 23.2.b) of Law 38/2003, of November 17, General Law on Grants.
  • Point 3.1 of Resolution TER/2344/2025, of June 19, which set the initial allocation, and point 3.4, which allowed for the modification of the available credit.

The wording recalls that public finance regulations and the general law on subsidies require that calls for applications necessarily incorporate the budget credits to which the aid is charged and the maximum total amount called within the available credits, requirements that the extension updates.

Loans to buy the first home

The extended grants maintain the purpose of the 2025 call: to facilitate access to the first owned home for young people through loans. The conditions for granting, the requirements for the beneficiaries, and the application deadlines are not modified in this resolution and continue to be those established by Resolution TER/2344/2025, of June 19.

The text is limited to increasing the financial allocation and, in effect, removing the 100 million ceiling that had been set just over a year ago. The resolution is dated Barcelona, October 26, 2026, and is signed by the president of the Housing Agency of Catalonia.

The extension provides more budgetary leeway for a program that until now had 100 million to handle home purchase applications by people under 35, a group particularly affected by difficulties in accessing ownership. With the new allocation, the Housing Agency can handle a higher number of loans within the same call, without the need to open a new one or process a change in the rules.
