The mayor of Jimena de la Frontera, Francisco J. Gómez Pérez, has signed Decree No. 2026 0917, dated September 30, 2026, appointing thirteen interim officials for the temporary execution of the 2026 Local Cooperation Plan of the Provincial Council of Cádiz. The edict is published in the Official Gazette of the Province of Cádiz No. 201, dated October 19, 2026, with official reference No. 335.948. The appointments begin on October 1, 2026, and conclude on February 28, 2027, except for the technical position, which extends until April 30, 2027.
The 2026 Local Cooperation Plan was published in the BOP of Cádiz No. 41, dated March 3, 2026, and is 100% funded by the Provincial Council of Cádiz for municipalities with fewer than 20,000 inhabitants and autonomous local entities. In Jimena, the list of actions and personnel needs was approved by Mayoral Decree No. 2026-0256, dated March 13, 2026, and the collaboration agreement with the Provincial Council was signed on June 24, 2026.
There are four planned actions in the municipality: cultural reinforcement, promotion of rural tourism, maintenance of green areas, parks, squares, and municipal gardens, and a human resources unit to manage the plan itself. The staffing was channeled through the offer registry of the Andalusian Employment Service, with a communication from the Mayor’s Office dated September 29, 2026, and a results report from the Personnel Department dated September 17, 2026.
The thirteen appointments, one by one
- Ana Jimena Delgado García: administrative technician, General Administration scale, Administrative sub-scale C1, seven months (10/1/2026 to 04/30/2027), for the management of the plan.
- M.ª Ángeles Rodríguez Bautista: administrative employee for archives and libraries, C2, five months, in cultural reinforcement.
- Bernardo Cejudo Sánchez and Juana Jiménez Pérez: concierges, Subaltern sub-scale AP, five months, in cultural reinforcement.
- Daniel Cebollero Muñoz: tourism development agent, Technical sub-scale A2, five months.
- Juan Jesús Bueno Martín: concierge AP, five months, in rural tourism promotion.
- Estíbaliz Vázquez Ruiz: tourism animator, Auxiliary sub-scale C2, five months.
- Juan Herrera Luque, Manuel Riós López, Francisco Carrión Sánchez, Alejandro Valle Collantes, Mina Massat, and Francisco Macías Herrera: gardeners, Special Services sub-scale AP, five months; the latter with a recognized disability.
Deadlines and conditions for termination
Twelve of the thirteen contracts cover five months, from October 1, 2026, to February 28, 2027; only the administrative technician position lasts seven months and extends until April 30, 2027. The decree establishes that the interim staff must cease their employment on the same day the period ends and “without right to any compensation,” and that they may also cease if any legal cause so dictates.
The appointment is based on article 10.1.c of the Basic Statute of Public Employees (Royal Legislative Decree 5/2015, of October 30), which allows for the use of interim personnel to execute temporary programs, with termination upon completion. The file includes the Audit report of July 28, 2026, that of the General Secretariat of July 31, 2026, and the municipal architect’s report of March 11, 2026, regarding the availability of the public spaces where the activities take place.
Subsequent procedures and municipal control
The decree orders the notification of the resolution to the interested parties and its transfer to the Personnel Department to process the corresponding registrations with Social Security. It also mandates reporting to the Plenary at the next ordinary session to be held, in compliance with article 42 of Royal Decree 2568/1986, of November 28, on the Organization, Operation, and Legal Regime of Local Corporations. The municipal file is listed under reference 3776/2025 and the edict is signed in Jimena de la Frontera on October 2, 2026.
For a small municipality like Jimena de la Frontera, the thirteen appointments represent an injection of direct public employment for between five and seven months in four sensitive areas—culture, rural tourism, gardens, and administration—with the Provincial Council fully financing the costs. The trade-off is the temporality: all contracts expire between February and April 2027, without compensation and without the decree providing for their conversion into permanent staff positions.
