Ireland Tightens Ukraine Sanctions Regime With Thirteenth Statutory Instrument

The Minister for Finance has made S.I. No. 514 of 2026, the European Union (Restrictive Measures concerning Ukraine) (No.13) Regulations 2026, giving full effect in Irish law to five amended Council Regulations on restrictive measures concerning Ukraine. The instrument was published in Iris Oifigiúil, Number 82, on Tuesday 13 October 2026, in section I.

The Regulations were made in exercise of the powers conferred by section 3 of the European Communities Act 1972 (No. 27 of 1972), the standing statutory basis on which the Minister for Finance gives effect in the State to EU sanctions regimes. The published notice states that the purpose of the instrument is “giving full effect to” five Council Regulations, each as amended.

The five instruments named in the notice are:

  • Council Regulation (EU) No. 208/2014 of 5 March 2014
  • Council Regulation (EU) No. 269/2014 of 17 March 2014
  • Council Regulation (EU) No. 692/2014 of 23 June 2014
  • Council Regulation (EU) No. 833/2014 of 31 July 2014
  • Council Regulation (EU) No. 2022/263 of 23 February 2022

The same five Regulations appear in every preceding instrument of the 2026 series, so No.13 does not introduce a new legal basis; it re-enacts the existing one against the current amended text of each Council Regulation.

A thirteenth instrument in a rolling 2026 series

No.13 is the latest in a sequence of Ukraine-related instruments published in Iris Oifigiúil this year. The immediately preceding editions were:

  • S.I. No. 499 of 2026, European Union (Restrictive Measures concerning Ukraine) (No.12) Regulations 2026, published 2 October 2026
  • S.I. No. 493 of 2026, European Union (Restrictive Measures concerning Ukraine) (No.11) Regulations 2026, published 29 September 2026
  • S.I. No. 431 of 2026, European Union (Restrictive Measures concerning Ukraine) (No.10) Regulations 2026, published 21 August 2026
  • S.I. No. 369 of 2026, European Union (Restrictive Measures concerning Ukraine) (No.9) Regulations 2026, published 28 July 2026

The pattern shows the Minister for Finance re-making the Regulations each time the underlying Council Regulations are amended, keeping the Irish text aligned with the EU measures.

Parallel sanctions instruments

The same issue of Iris Oifigiúil carried S.I. No. 515 of 2026, the Criminal Justice (Terrorist Offences) Act 2005 (Section 42) (Restrictive Measures concerning Certain Persons and Entities Associated with the ISIL (Da’esh) and Al-Qaida Organisations) (No. 8) Regulations 2026. That instrument was made by the Minister for Finance under subsections (2) and (6) of section 42 of the Criminal Justice (Terrorist Offences) Act 2005 (No. 2 of 2005), for the purpose of giving further effect to Council Regulation (EC) 881/2002 of 27 May 2002.

A separate Russia-focused instrument, S.I. No. 495 of 2026, the European Union (Restrictive Measures concerning Russia) (No. 8) Regulations 2026, was published on 29 September 2026. It gives full effect to Council Regulation (EU) 2024/1485 of 27 May 2024 and Council Regulation (EU) 2024/2642 of 8 October 2024, each as amended.

Publication and availability

The notice is priced at €4.50. Copies may be purchased from Government Publications, Mountshannon Road, Kilmainham, Dublin, D08 XA06, by telephone on 046 942 3100 or by email at publications@opw.ie.

For Irish firms, the practical effect is that the State’s enforcement text for the Ukraine sanctions regime has been refreshed again, and compliance teams should work from the No.13 Regulations rather than earlier editions. The instrument carries no new Council Regulation of its own; its significance lies in the fact that the five amended EU measures it names are now given full effect in Irish law as of 13 October 2026.
