Ireland gives full effect to EU eleventh Ukraine sanctions regime

Ireland has given full effect in domestic law to the European Union’s latest package of restrictive measures concerning Ukraine. The Minister for Finance made the European Union (Restrictive Measures concerning Ukraine) (No.11) Regulations 2026, published as S.I. No. 493 of 2026 in Iris Oifigiúil, Number 78, on Tuesday 29 September 2026. The instrument was made in exercise of the powers conferred by section 3 of the European Communities Act 1972 (No. 27 of 1972).

The Regulations are the eleventh in the numbered Ukraine series and the third to be published this year. They do not create a sanctions list of their own: their stated function is to give full effect in the State to the Council Regulations that carry the EU’s restrictive measures concerning Ukraine, as amended. The same ministerial power and the same five Council Regulations appear in the two preceding Ukraine instruments of 2026, indicating continuity of legal basis rather than a change of regime.

Five Council Regulations given effect

The Regulations give full effect to the following instruments, each as amended:

  • Council Regulation (EU) No. 208/2014 of 5 March 2014.
  • Council Regulation (EU) No. 269/2014 of 17 March 2014.
  • Council Regulation (EU) No. 692/2014 of 23 June 2014.
  • Council Regulation (EU) No. 833/2014 of 31 July 2014.
  • Council Regulation (EU) No. 2022/263 of 23 February 2022.

Third Ukraine instrument of the year

The new regulations follow two earlier instruments in the same series, both made by the Minister for Finance under the same section of the 1972 Act:

  • S.I. No. 369 of 2026, European Union (Restrictive Measures concerning Ukraine) (No.9) Regulations 2026, published on 28 July 2026.
  • S.I. No. 431 of 2026, European Union (Restrictive Measures concerning Ukraine) (No.10) Regulations 2026, published on 21 August 2026.
  • S.I. No. 493 of 2026, European Union (Restrictive Measures concerning Ukraine) (No.11) Regulations 2026, published on 29 September 2026.

Published alongside other sanctions regimes

The Ukraine instrument appeared in the same edition of the gazette as two further sanctions instruments made by the Minister for Finance under the same statutory power:

  • S.I. No. 494 of 2026, European Union (Restrictive Measures concerning Afghanistan) Regulations 2026, giving full effect to Council Regulation (EC) No. 753/2011 of 1 August 2011, as amended.
  • S.I. No. 495 of 2026, European Union (Restrictive Measures concerning Russia) (No. 8) Regulations 2026, giving full effect to Council Regulation (EU) 2024/1485 of 27 May 2024 and Council Regulation (EU) 2024/2642 of 8 October 2024, as amended.

Copies of the Ukraine Regulations may be purchased from Government Publications, Mountshannon Road, Kilmainham, Dublin, D08 XA06, at a price of €6.50.

For Irish financial institutions and businesses, the practical consequence is that the obligations arising under the five Council Regulations listed above continue to be given full effect in Irish law, and the State’s implementation of the EU’s Ukraine restrictive-measures regime is renewed on the same legal footing as in July and August. The instrument was published in Iris Oifigiúil, Number 78, on 29 September 2026.
