Ireland Gives Full Effect to Amended European Union Ukraine Sanctions Regulations
Por FactBox Admin

The Minister for Finance has made the European Union (Restrictive Measures concerning Ukraine) (No.12) Regulations 2026, giving full effect in Irish law to five amended Council Regulations on restrictive measures concerning Ukraine. The instrument, S.I. No. 499 of 2026, is published in Iris Oifigiúil No. 79 of Friday, 2 October 2026, at item [G-6], priced €4.50.
The Regulations were made under section 3 of the European Communities Act 1972 (No. 27 of 1972), the standing power by which the Minister for Finance gives domestic legal effect to European Union restrictive measures. The gazette notice states that the purpose of the instrument is “giving full effect” to five Council Regulations, each “as amended”.
The five instruments named in the notice are:
- Council Regulation (EU) No. 208/2014 of 5 March 2014, as amended;
- Council Regulation (EU) No. 269/2014 of 17 March 2014, as amended;
- Council Regulation (EU) No. 692/2014 of 23 June 2014, as amended;
- Council Regulation (EU) No. 833/2014 of 31 July 2014, as amended;
- Council Regulation (EU) No. 2022/263 of 23 February 2022, as amended.
A twelfth instrument in a rolling series
S.I. No. 499 of 2026 is the twelfth instrument in the Ukraine series, as its own title indicates, and the fourth since late July. The same five Council Regulations were given full effect by the European Union (Restrictive Measures concerning Ukraine) (No.9) Regulations 2026 (S.I. No. 369 of 2026, published 28 July 2026), by the European Union (Restrictive Measures concerning Ukraine) (No.10) Regulations 2026 (S.I. No. 431 of 2026, published 21 August 2026) and by the European Union (Restrictive Measures concerning Ukraine) (No.11) Regulations 2026 (S.I. No. 493 of 2026, published 29 September 2026).
The pattern is not confined to Ukraine. On 29 September 2026 the same Minister made the European Union (Restrictive Measures concerning Russia) (No. 8) Regulations 2026 (S.I. No. 495 of 2026), giving full effect to Council Regulation (EU) 2024/1485 of 27 May 2024, as amended, and Council Regulation (EU) 2024/2642 of 8 October 2024, as amended.
What the notice records
The gazette entry for S.I. No. 499 of 2026 is a short formal notice. It records the making of the Regulations, the statutory power relied on and the five Council Regulations to which full effect is given; it does not reproduce the text of the Regulations or summarise the individual measures they carry.
Iris Oifigiúil prints a standard explanatory note with restrictive-measures regulations of this type. That note states that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions, that offences are created for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State, and that appropriate penalties are provided.
Availability
Copies of the instrument may be purchased from Government Publications, Mountshannon Road, Kilmainham, Dublin, D08 XA06, by telephone on 046 942 3100 or by email at publications@opw.ie. The notice carries the price €4.50 and the gazette item reference [G-6].
The practical effect for readers is that the Irish legal basis for enforcing the European Union’s Ukraine restrictive measures has been renewed once more, and any firm or financial institution relying on the earlier instruments must now work from the version published on 2 October 2026.
