INGESA licita el acuerdo marco de vacunas covid por 221,6 millones

The Management of the National Institute of Health Management (INGESA), a body dependent on the Ministry of Health, has opened the tender for the framework agreement for the supply of vaccines against COVID-19 destined for several autonomous communities and the autonomous cities of Ceuta and Melilla. The announcement is published in the Official State Gazette (BOE) no. 263, of October 23, 2026, section V-A of public sector procurement, with the official reference BOE-B-2026-34467 and file number AM 2026/077. The estimated value of the contract amounts to 221,577,760 euros and the deadline for submitting bids ends on October 30, 2026.

The contracting authority is the Management of INGESA, with NIF Q2869002B and headquarters at Alcalá Street, 56 (28014 Madrid), acting as a state authority with health as its primary activity. The announcement was sent to the Official Journal of the European Union (OJEU) on October 15, 2026, with the identifier 2026-000655041, and is now published in the state gazette. The CPV code for all lots is 33651600 (vaccines).

The chosen procedure is an accelerated open procedure, an urgency that the announcement itself justifies “due to the need to guarantee the continuity in the supply of vaccines against COVID-19, integrated into the vaccination schedule.” Variants to the base offer will not be accepted.

Three lots according to vaccine technology

The framework agreement is divided into three lots, all with the same CPV and with Spain as a whole (NUTS code ES) as the primary place of delivery:

  • Lot 1: messenger RNA (mRNA) vaccine against COVID-19 for population aged 12 and over.
  • Lot 2: mRNA vaccine for the pediatric population between 6 months and 11 years.
  • Lot 3: recombinant protein vaccine against COVID-19.

Bidders may submit offers for all three lots and be awarded up to a maximum of three, one per lot.

221.6 million and twelve months of validity

The estimated value of the framework agreement is 221,577,760 euros, although the announcement does not break down the amount per lot. The planned duration is 12 months and the number of participating operators is fixed at a maximum of ten.

Regarding solvency, the capacity to act is required, as well as not being subject to any prohibition from contracting or incompatibilities, and being up to date with tax obligations and Social Security. Additionally, it is required to certify the annual turnover and a list of works performed in accordance with clause 8 of the PCAP.

Calendar, award criteria and appeals

The deadline for the receipt of bids ends at 23:59 hours on October 30, 2026, with electronic submission through the Public Sector Procurement Platform. The opening of the economic offer envelope is scheduled for December 15, 2026, at 10:00 hours and will be private, in accordance with clause 10.5 of the PCAP; bidders are obliged to maintain their offer for three months.

The award criteria are distributed as follows:

  • Price: 65% of the weighting.
  • Validity period: 15%.
  • Thermostability: 10%.
  • Quality of service: 5%.
  • Traceability elements: 5%.

A special appeal in procurement matters may be filed against the procedure before the bodies indicated in article 51.3 of Law 9/2017, of November 8, on Public Sector Contracts, with a deadline until 23:59 hours on November 6, 2026, according to article 44 of the same regulation. The announcement is signed by the director of INGESA, Isabel Muñoz Machín, in Madrid, on October 15, 2026.

The tender concentrates the supply of covid-19 vaccines for the adhering autonomous communities and the two autonomous cities into a single public purchase, such that its schedule directly conditions the next vaccination campaign. The amount of 221.6 million and the accelerated opening of the procedure underscore the priority of securing sufficient doses and different technologies before the end of the year.
