INGESA convoca 98 plazas de enfermería con exámenes en Ceuta y Melilla

The National Institute of Health Management (INGESA) has announced a selection process to fill 98 permanent statutory staff positions in the category of Nurse, with exams to be held in Ceuta and Melilla. The call is published in the Official State Gazette number 247, dated October 5, 2026, by the Resolution of September 25, 2026, from the organization’s Directorate (reference BOE-A-2026-20625). Applications may be submitted within twenty business days starting from the day following publication.

The resolution is signed by the director of INGESA, Isabel Muñoz Machín, and is issued in compliance with Royal Decree 387/2026, of May 6, which approves the 2026 public employment offer, and in exercise of the powers of Royal Decree 118/2023, of February 21, which regulates the organization and functioning of the institute. The selection system is a competitive examination (concurso-oposición), in accordance with article 31.1 of Law 55/2003, of December 16, of the Framework Statute for statutory personnel of health services.

INGESA, attached to the Ministry of Health, is entrusted with the management of healthcare in the autonomous cities of Ceuta and Melilla, the areas to which the offered positions correspond. The previous call for the same category dates back to the Resolution of March 25, 2025, published in the Official State Gazette number 88, dated April 11, 2025.

The announced positions

  • 93 positions via the general open access system: 83 general access and 10 reserved for persons with a degree of disability equal to or greater than 33 per 100.
  • 5 positions via internal promotion.
  • Internal promotion positions that are not awarded will be added to the open access turn.
  • Applicants may only participate in one of the two entry systems.

Requirements and submission of applications

  • To hold or be in a position to obtain a Bachelor’s Degree in Nursing or a University Diploma in Nursing.
  • To possess Spanish nationality or meet the access conditions provided for nationals of the European Union and other assimilated cases.
  • Not to have been dismissed through disciplinary proceedings nor be disqualified, and to have no final conviction for crimes against sexual freedom and indemnity.
  • Submit the application electronically using official form 790 through the Selective Test Registration (IPS) service of the General Access Point.
  • Persons with a disability equal to or greater than 33 per 100, job seekers, victims of terrorism, and large families will be exempt from paying the fee (total exemption in the special category and 50 per 100 in the general category).
  • Applicants residing in Ceuta and Melilla must provide supporting documentation for the reasons for exemption.

Selection process and calendar

The competitive examination phase for the open entry track consists of a single, eliminatory exercise: a multiple-choice questionnaire of 100 questions plus 10 reserve questions, and two practical cases of 10 questions each, with one additional reserve question, within a maximum time of 180 minutes. For internal promotion, the test is reduced to 90 questions plus 9 reserve questions.

The merit phase evaluates merits according to the scale in Annex IV, with a maximum of 100 points. The exercise will be held in Ceuta and Melilla, and the applicant must indicate the chosen location in the application.

The process must be executed within a maximum period of two years from its publication, and the competitive examination phase within one year. The selection body, composed of a president, three members, a secretary, and their respective alternates, will be designated by a resolution of the Direction of INGESA, which will be published in the Official State Gazette.

Appointment and Destination

The head of the Direction of INGESA will appoint permanent statutory personnel and assign destinations to those who pass the process and prove the required requirements. The appointments and the initial destination assignment will be published in the Official State Gazette, and the successful candidates will have fifteen calendar days to take office, a period that is extended to one month when it involves a change of residence location.

The call reinforces the healthcare staff of Ceuta and Melilla with nearly a hundred permanent nursing positions, a category with high demand and high mobility in both cities. For interested professionals, the period of twenty business days and the obligation to process the application electronically mark a tight schedule that should be prepared in advance.
