INDAABIN licita nueve inmuebles federales con valores base desde 146,700 pesos

The Institute for the Administration and Appraisal of National Assets (INDAABIN), a decentralized body of the Ministry of Finance and Public Credit (SHCP), called for Public Tender Number 02/2026 for Federal Real Estate to alienate for consideration nine properties in eight states of the country. The call, signed by the Director General of Federal Real Estate Heritage Administration, Álvaro Lomelí Covarrubias, was published in the Official Gazette of the Federation on Wednesday, October 28, 2026 (p. 260). Purchase offers will be opened and awarded on November 17, 2026.

The auction is based on the General Law of National Assets and the Agreement establishing the Rules for the Sale of Federally Owned Real Estate, published on June 12, 2008, and last amended on August 30, 2017. The assets have divestment agreements published in the same official organ on October 31, 2018; October 22, 2021; March 24, 2022; March 22 and August 22, 2023; June 11, 2024; April 2 and May 26, 2025, and July 30, 2026. All are alienated “AD CORPUS,” in their current condition, and the surface areas are those appearing in the respective topographic plans.

The base prices were set according to the value provided in Article 85, second paragraph, of the law; three properties already include discounts from previous tenders: Casa del Valle 523 is offered at 95% of the base value (second tender) and four more at 90% (third tender). Together, the base and final values total 58 million 23 thousand 160 pesos.

Calendar: guidelines, visits, and opening

  • Guidelines for sale from the date of publication until November 11, 2026, before 6:00 PM, at avenida México 151, Coyoacán, and on the INDAABIN portal; cost of 6,200 pesos including VAT.
  • Property visits and clarification meetings from October 30 to November 9, 2026; attendance must be confirmed three business days in advance.
  • Bidder registration and document review: November 17, from 10:00 to 11:30 AM, in the basement of avenida México 151.
  • Submission and opening of sealed bids: November 17 at 12:00 PM, in the Multi-Purpose Room, before a representative of the Internal Control Body of the Treasury Branch.
  • Award: the same November 17; the winner will have 30 calendar days to pay the total amount.

Guarantee and bidding rules

Each participant must guarantee the seriousness of their proposal with 10% of the offered amount, in favor of the Treasury of the Federation, via cashier’s check or bank certificate. Bids lower than the fixed base or final value will be discarded, and obtaining the guidelines is a mandatory requirement to compete.

The package includes two properties in Mexico City—the Río Amazonas office building and the mixed-use building in Coyoacán—which account for nearly 70% of the total operation amount and already have accumulated discounts from previous sale attempts. The others are smaller plots of land and properties in the northern, central, and southeastern regions of the country.

Impact for investors

For the real estate market, the call opens a two-week window to review the guidelines and visit properties before the November 11 deadline, with an investment floor of 146,700 pesos and ceilings of nearly 28.5 million. The operation is also a test of INDAABIN’s capacity to place federal inventory with accumulated discounts: “Store No. 228” in Chilpancingo, for example, is offered 10% below its base value after two previous tenders.
