Hostelería de Huesca aprueba su convenio con subidas salariales hasta 2027

The Provincial Sub-directorate of Labor of Huesca has ordered the registration and publication of the Provincial Collective Agreement for the Hospitality and Tourism Industries of Huesca, effective from January 1, 2025, to December 31, 2027. The resolution, signed on October 14, 2026, by the provincial sub-director of Labor, Ana Maurel Garcés, is published in the Official Gazette of the Province of Huesca number 199, dated October 16, 2026, within the Autonomous Administration section (official reference BOPH-2026-199020).

The text was submitted to the Provincial Sub-directorate of Labor on September 21, 2026, and is signed by the representatives of the sector’s employers and their union representation, affiliated with UGT and CC.OO., under the agreement code 22000175012004. The resolution is adopted under article 90.2 and 3 of the Workers’ Statute (Royal Legislative Decree 2/2015, of October 23) and Royal Decree 713/2010, of May 28, regarding the registration and deposit of collective agreements and accords.

The agreement applies to all accommodation, catering, leisure, and recreation companies carrying out their activity in the province of Huesca, from hotels, campsites, and rural accommodations to restaurants, bars, cafes, catering services, nightclubs, and recreation halls. The list of activities is not exhaustive and refers to the State-level Labor Agreement for the Hospitality Sector (ALEH).

Salary Increases and Payments

  • For 2025, an increase of 2.9% is applied to the 2024 tables, without retroactive effects or arrears, plus a single one-time agreement payment of 500 euros, proportional to the working day and non-consolidatable.
  • For 2026 and 2027, an increase of 3.5% is set for each fiscal year, effective from January 1, according to the tables in the annex.
  • If the accumulated CPI between 2026 and 2027 exceeds 7%, the 2028 base tables will be updated with a maximum cap of 2%.
  • The monthly salary for the first professional group is set at 1,371.94 euros in 2026 (20,579.10 euros annually) and 1,419.96 euros in 2027; the third group is set at 1,139.60 euros per month in 2026.
  • The two extraordinary bonuses for July and December are maintained, and a September payment of 30 days of base salary without seniority is added.
  • The transport allowance is paid at 3.72 euros per day worked in 2026 and 3.85 euros in 2027; working on Sunday is compensated with 7.87 euros in 2026 and 8.15 euros in 2027, and each public holiday with 18 euros.
  • Night shifts are remunerated with 10% between 22:00 and 24:00 hours and 25% between 0:00 and 6:00, and overtime hours with a surcharge of 65%.

Working Day, Rest Periods and Vacations

The ordinary working day is set at 1,790 effective hours in 2025 and 2026 and 1,782 hours in 2027, with a maximum annual average of 40 hours per week and eight hours per day. Companies may flex up to 90 hours per year, with limits of 9 hours per day and 45 per week, and may exceptionally increase the working day to 10 hours per day during peak season upon prior agreement.

Personnel shall enjoy a minimum of 30 calendar days of vacation and one day of rest for the feast of Santa Marta, on July 29. Fifteen annual paid and non-recoverable holidays are recognized, and in mountain shelters and hostels, specific shifts of seven or fifteen days of work followed by an equal period of rest may be organized.

New rights and guarantees

The agreement incorporates the right to digital disconnection outside of working hours, except for emergencies or positions with agreed availability, and reinforces work-life balance: accumulation of breastfeeding leave into 14 days, protection for pregnant women, scheduling preference for those with dependent family members, and reduction of working hours for legal guardianship.

Regarding equality and gender-based violence, the Joint Commission of the agreement is established as an Equality Commission, and victims will have paid leave of up to five days per year. Additionally, an insurance policy is established with 19,224 euros for death and 27,019 euros for total or absolute disability in 2026, and a training bonus of 126 euros for those who complete at least 120 hours of distance learning or 100 in-person hours.

Joint Commission and conflict resolution

The Joint Commission —four members from each party, located at calle Parque number 9, 22003 Huesca— will assume the interpretation and application of the agreement, the monitoring of flexibility measures, and the negotiation of salary reviews, with a period of seven days to issue a ruling. The signatories adhere to the Agreement on Extrajudicial Resolution of Labor Conflicts of Aragon (ASECLA), managed by SAMA, and commit to participating in the talks for the first Regional Hospitality Agreement of Aragon.

The publication closes the negotiation of the main labor framework for the tourism sector in Huesca and provides coverage for companies and workers throughout the province for three years. The agreed increases, the new September payment, and the bonuses for Sundays, holidays, and transport will have immediate economic effects, while the salary differences for 2026 must be paid within two months following the publication in the bulletin.
