Hornachuelos approves the land consolidation of the Ronda Este for industrial uses

The Hornachuelos City Council has initially approved the Reparcelling Project for sector SUNC UA.10.2 “Ronda Este Subdivision”, in Céspedes, with the essential aim of guaranteeing the implementation of industrial use activities within the area. The decision was adopted via Decree 2026/00001698, dated September 18, 2026, issued by Mayor Julián López Vázquez, and is published in the Official Gazette of the Province of Córdoba No. 189, dated September 30, 2026, under the official reference BOP-A-2026-3238.

The file, processed under reference GEX 908/2021, corresponds to a municipal-initiative reparcelling project through the cooperation system, in accordance with Article 106 of Law 7/2021 LISTA and Articles 140 et seq. of its General Regulations. Its purpose is to comply with the determinations of the SUNC UA.10 “Ronda Este Subdivision” Detail Study, of the Hornachuelos Urban Planning Regulations (NNSS), drafted by architect María de Carmen Castro Navajas and Carlos Vallejo Rodríguez, graduate in Law and urban planning technician.

Technical reports and background

The project was examined by the Architecture and Urbanism Service (SAU) of the Provincial Council of Córdoba, whose technical report of December 17, 2025, considered the content of the document sufficient and complete, although it noted deficiencies in the ownership structure, the settlement account, the allocations, the plans, and the mandatory transfers. Following their correction, there is a new favorable report from the SAU dated February 20, 2026, as well as a report from the Municipal Architect dated June 10, 2026, containing the list of affected owners.

The file is completed by the previous processing GEX 5213/2025, regarding the redelimitation of execution units UA-10.2 and UA-10.3, definitively approved by Mayoral Resolution number 1334/2026, dated July 29, 2026.

Settlement account and allocation of plots

The provisional settlement account is established at 106,360.69 euros, an amount that includes the urbanization of the area, economic compensation to the owners, and the drafting fees for the document, which is assumed in its entirety by the Hornachuelos City Council, receiving in payment an in-kind consideration of 481.6 UA. The project provides for six industrial plots, the last of which is allocated to the Council.

The owners, by mutual agreement according to the private agreement of October 13, 2025, accept the following plots:

• Plot 1.1.1.1: Rafael Santos Ruiz and María Cortés Ávila.
• Plot 1.1.1.2: José Ruiz Castro and Luisa Cortés Ávila.
• Plot 1.1.1.3: Antonio Ruiz Castro and Carmen Cortés Ávila.
• Plot 1.1.2.1: Andrés López Fernández and Ana del Carmen Muñoz Caballero.
• Plot 1.1.2.2: José López Fernández and Carmen Moreno Díaz.

The original estate corresponds to estate 3648 of the Property Registry of Posadas, with a difference in area of 104.10 square meters that must be requested from the registrar. 10% of the average transfer utilization, valued at 203.46 UA (250 square meters of land), is integrated into the compensation in kind to the City Council within a single plot.

Twenty days of public information

The decree subjects the project to a public information period of 20 days via an announcement in the Official Gazette of the Province of Córdoba and on the municipal notice board, with the file remaining available to interested parties on the City Council’s electronic headquarters. Additionally, individualized notification will be sent to the holders of affected assets and rights, according to Property Registry and cadastral data, so that they may submit any allegations they deem appropriate within twenty days. The mayor must report to the plenary session at the next meeting held.

The initial approval opens the decisive process for land owners in the sector to present allegations and for the municipality to move toward the effective urbanization of the area. If consolidated, the action will allow for the availability of industrial land in Céspedes and respond to the demand for the establishment of productive activities in Hornachuelos.
