Hornachos convoca plaza de Guarda Rural en interinidad y bolsa de empleo

The Hornachos City Council has approved the guidelines to fill a Rural Guard position on an interim basis due to a vacancy and to establish an employment pool for that category through an open competitive examination system. The call for applications is published in the Official Gazette of the Province of Badajoz number 188, dated October 1, 2026, within the Local Administration section, under announcement 3815/2026. Interested parties have ten business days to submit their application, counting from the day following the publication of the announcement.

One vacancy due to imminent retirement

The resolution of the Delegated Department responds to the vacancy of the Rural Guard position, “given the imminent retirement” of the current holder, Luis Villena Cabanillas. For remuneration purposes, the position is assimilated to subgroup C2, and the interim coverage will extend for the strictly necessary time until the position is permanently filled through the legally established procedure.

The agreement is adopted under article 21.1.g) of Law 7/1985, of April 2, regulating the bases of the local regime, and by virtue of the competencies regarding Personnel and Internal Regime delegated by Mayoral decree 2023/240, of June 23, published in the Official Gazette of the Province of Badajoz number 123, of June 29, 2023. The resolution is signed by the Delegated Councilor for Personnel and Internal Regime, Carmen Mogollón Vecino, and by the Secretary-Auditor, Salvador Santiago Pérez, and will be reported to the Plenary in its next ordinary session.

Requirements and submission of applications

The guidelines require applicants to:

  • Hold Spanish nationality or comply with article 57 of the TREBEP for nationals of other States.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Possess a Graduate degree in Compulsory Secondary Education, First Grade Vocational Training, or equivalent.
  • Hold the professional handbook and the professional identity card for Rural Guards.
  • Possess a class B driver’s license.
  • Have no criminal record and suffer no physical or psychological impediment to the performance of the position.

Applications shall be addressed to the Mayor-President and submitted through any of the channels specified in article 16.4 of Law 39/2015, of October 1, according to the official model in Annex I, accompanied by a copy of the DNI or NIE, the qualification, the professional handbook and card, the driver’s license, and the criminal record certificate. The call is published in the BOP, on the municipal notice board, and on the website hornachos.es, while subsequent phases will be disseminated on the electronic office sede.hornachos.es.

Two eliminatory tests and merit scale

The competitive examination phase is eliminatory and consists of two successive exercises. The first is a test of forty-five questions with three alternative answers, of which the first forty are graded, at 0.25 points per correct answer and a 0.05 deduction per error, with a minimum of 5 points. The second consists of two practical cases of twelve questions each, of which ten are graded, at 0.5 points per correct answer and a 0.125 deduction per error, with a minimum of 5 points. The competitive examination scores a maximum of 20 points.

Only those who pass the competitive examination proceed to the merit phase, with five business days to certify merits through the self-assessment scale in Annex II. Higher degrees related to the position are valued—up to 2 points—as well as training courses of at least twenty hours, at a rate of 0.20 points for every ten hours, with a cap of 2 points. The maximum total score for the process is 24 points, and only one vacancy will be filled.

Employment pool and contracting

The candidate with the highest score will be proposed for hiring under the interim vacancy modality, formalized as a substitution contract in accordance with Article 15.3 of the Workers’ Statute. The rest of those who pass the process will constitute an employment pool ordered by score to meet future temporary hiring needs in the category of Rural Guard.

The pool will expire when a new selection process is held or three years have passed since its constitution. Calls will be made by telephone, email, or SMS, with three attempts separated by at least one hour; anyone who does not answer the communications will lose their turn.

The call for applications incorporates a syllabus of twenty topics—five common subjects and fifteen specific ones—covering everything from the Constitution and local government to rural guarding, the INFOEX Plan, the Agrarian Law of Extremadura, and the use of platforms such as Catastro, SIGPAC, or IDEEX.

The publication of this call opens a public job opportunity in a rural area of the province of Badajoz, where the Rural Guard position performs functions of surveillance, conservation, and management of the natural environment. The requirement for a specific degree and professional qualification limits the number of potential candidates, while the employment pool provides the municipality with a stable mechanism to cover future leaves and temporary service needs.
