Por FactBox Admin

The Plenary of the Hondón de las Nieves City Council expressly and definitively approved, in an extraordinary session on November 3, 2026, the final wording of the Regulatory Agreement on the Working Conditions of the municipality’s Local Police Force, signed with union representatives. The text is published in the Official Gazette of the Province of Alicante on November 4, 2026, in section III. Local Administration (official reference 2026_008511).
The purpose of the agreement is to regulate the specific labor and remuneration conditions of police personnel to incentivize the provision of an essential service and reinforce preventive and corrective public policies regarding citizen security, under the principles of quality, effectiveness, efficiency, and proximity to the citizenry. Pursuant to Article 2, the text shall be annexed to the Personnel Agreement of the City Council—adhered to the FVMP framework agreement—and shall cover working hours, rest periods, vacations, and other specifications specific to Local Administration.
Plenary approval was mandatory: Article 38.3 of the revised text of the Basic Statute of Public Employees Law, approved by Royal Legislative Decree 5/2015, of October 30, requires the express and formal approval by the governing bodies of the agreements reached in the negotiation tables. The professional scope refers to Law 17/2017, of December 13, on the coordination of local police of the Comunitat Valenciana, and Law 2/1986, of March 13, on Security Forces and Corps.
Annual working hours and seven-day shifts
The agents’ working hours, on an annual basis, shall be the same as those of the rest of the municipal officials: 1,475.50 effective hours during the 2026 fiscal year, including paid leave in accordance with the TREBEP, vacations, holidays, personal matters, and additional days. The text details the calculation: 1,512 hours, from which 15 hours are deducted for reduction during patron saint festivals and 21.5 hours for reduction during the summer period. For 2027 and subsequent years, the instructions of the Secretary of State for Civil Service shall be followed.
Street agents will work in shifts of seven consecutive days of service followed by seven consecutive days off, from Monday to Sunday, with a schedule supervised by the Mayor’s Office. The schedules are as follows:
- Morning shift: from 06:00 to 14:15 hours (8 hours and 15 minutes daily).
- Afternoon shift: from 13:45 to 22:00 hours (8 hours and 15 minutes daily).
2 days per year for personal matters and 7 annual days of additional vacation are added, the latter of which may be enjoyed alongside the rest shift provided that the service remains covered and never on dates coinciding with patron saint festivals. Shift swaps between agents are also permitted, with the knowledge of the Mayor’s Office.
Remuneration and Overtime
The remuneration scheme refers to Royal Legislative Decree 5/2015 and the annual General State Budget legislation, and the agreement entails a commitment to modify the current municipal job positions list. Extraordinary services, authorized by the Chief of Police or the Mayor’s Office, will be paid in arrears at these rates, applicable from July 1, 2026:
- Normal overtime hour: 23.26 euros.
- Night overtime hour (Sunday to Thursday): 37.22 euros.
- Holiday overtime hour (Saturdays, Sundays, and holidays): 37.22 euros.
- Holiday and night overtime hour (Fridays, Saturdays, and days preceding holidays): 46.52 euros.
Efforts will be made to ensure the presence of a pair of officers and a minimum duration of four hours to avoid disadvantages due to travel, except when the service continues the ordinary workday. Security or traffic control campaigns will require express authorization.
Training, Shooting Practice, and Work-Life Balance
The 40 annual hours of training and the 14 hours of shooting practice must be carried out outside of working hours; total non-compliance will be deducted from days off. The City Council will promote at least two annual shooting practices and provide the necessary equipment, and officers may propose the shooting center.
The text recognizes the uniqueness of the municipality, where “it is not possible to patrol in pairs,” and maintains the validity of the agreement until its express modification or repeal. Notice of termination must be submitted in writing at least two months in advance; if an administrative or judicial resolution were to annul the agreement, the General Negotiation Table will be convened within a maximum period of twenty days.
The closing of the pact clarifies the labor framework for a small workforce subject to demanding shifts, and arrives with retroactive effects on the price of overtime hours since last July 1. For the residents, the text seeks to guarantee the coverage of security services with defined schedules and accredited training.
