Increase in the income exemption threshold for the integration allowance

King Philippe signed a royal decree on September 3, 2026, increasing the immunization threshold for replacement incomes in the calculation of the integration allowance, a measure taken as part of the social cohesion plan. The text, referenced [2026/202339], was published in the Belgian Official Gazette on September 10, 2026, page 49465.
The decree amends the royal decree of July 6, 1987, relating to the income replacement allowance and the integration allowance, adopted in application of the law of February 27, 1987, relating to allowances for persons with disabilities, in its Article 7, § 1, paragraph 3.
A two-step increase
The mechanism provides for a progressive increase in the immunization threshold—that is, the amount of replacement income that is not taken into account in the calculation of the integration allowance. Two tiers are established in Article 9ter, § 4, of the royal decree of July 6, 1987:
- Article 1: the amount “2,594.73” is replaced by “5,267.30”, effective September 1, 2026;
- Article 2: the amount “5,267.30” is replaced by “7,265.24”, effective January 1, 2029.
This double revaluation aims to improve the situation of persons with disabilities receiving an integration allowance, allowing them to combine more replacement income without penalizing the amount of their benefit.
A process of advisory opinions
The text was submitted to several bodies before its adoption. The National Superior Council for Persons with Disabilities gave its opinion on May 18, 2026, while the Finance Inspector issued opinions on June 2 and 12, 2026. The agreement of the Minister of Budget was given on June 17, 2026.
The decree was also subject to a regulatory impact analysis, in accordance with Articles 6 and 7 of the law of December 15, 2013, containing various provisions concerning administrative simplification. The Council of State issued its opinion 79.687/1/V on August 11, 2026, in application of Article 84, § 1, paragraph 1, 2°, of the laws on the Council of State coordinated on January 12, 1973.
Scope for beneficiaries
The royal decree, adopted on the proposal of the Minister for Persons with Disabilities and the opinion of the ministers who deliberated on it in Council, was signed in Brussels on September 3, 2026. The minister responsible for Persons with Disabilities is charged with the execution of this decree.
For disabled persons receiving the integration allowance, this measure means better consideration of their replacement incomes, with an immunization threshold increasing from 2,594.73 euros to 5,267.30 euros as of September 1, 2026, and then to 7,265.24 euros starting January 1, 2029. This revaluation, included in the social cohesion plan, aims to strengthen the purchasing power and financial autonomy of the persons concerned.
