Haurreskolak Partzuergoak has approved the list of teacher positions adapted to the current allocations

Haurreskolak Consortium’s Board of Directors approved agreement 02/06-2026 on June 16, 2026. Through this agreement, the list of teaching staff positions for the consortium has been approved, adjusted to current allocations. The text was published in the Official Gazette of the Basque Country (BOPV) on October 8, 2026, in issue number 193, in the announcements section, with official reference 2026/4176.

The lists include the name of each position, the number of allocations, the attached center, the dedication regime, the supply system, and the nature of the position, as well as the professional category and the requirements to fill the position, including the language profile.

List of positions as an organizational tool

Article 18 of the Haurreskolak Consortium Statutes grants the powers to the Board of Directors. The agreement states that the lists of positions are tools for organizing the internal structure of the organization and, therefore, changes must be made according to the circumstances.

The approved lists include educational personnel with an employment relationship, according to the classification made by the consortium’s Statutes and the collective agreement. The agreement continues from the previous process toward establishing a list adjusted to real allocations.

Requirements: qualification and language profile

The academic qualification for all positions listed in the Annex is as follows:

• Teacher with a specialty in Early Childhood Education, a Degree in Early Childhood Education or equivalent, according to Royal Decree 1954/1994 (BOE, 1994-11-17).
• Higher Level Technician in Early Childhood Education, Specialist Technician in Nursery Schools or equivalent, according to Royal Decree 777/1998 (BOE, 1998-05-08) and specific regulations.
• Language requirement: Level C1 of the Common European Framework of Reference for Languages, Education language profile 2, EGA or equivalent (Decree 47/2012, BOPV 74, 2012-04-16; Decree 297/2010, BOPV 219, 2010-11-15).

Furthermore, the positions correspond to the professional category of educational personnel, with a single group: teachers. The dedication regime is full-time, and the supply system is via competitive examination, with a standardized nature.

Centers and allocations by historical territory

The Annex contains tables divided by historical territory, indicating the code, name, number of places, and added/amortized value for each center:

• Álava: 46 centers and 198 places.
• Biscay: 106 centers and 518 places.
• Gipuzkoa: 94 centers and 449 places.
• Total: 246 centers and 1,165 places; the net balance of additions and amortizations is +61.

Among the increases are EIC Bilbao Nursery School-Txurdinaga (+4), EIC Santurtzi Nursery School-Mamariga (+4), EIC Eibar Nursery School-Jazinto Olabe (+4), EIC Getxo Nursery School Kresaltzu (+3), EIC Donostia Nursery School-Gros (+3) and EIC Donostia Nursery School-Loiolako Erriberak (+3). Among the amortizations, on the other hand, are EIC Bernedo Nursery School (-2), EIC Artea Nursery School (-2), EIC Gautegiz Arteaga Nursery School (-2), EIC Alkiza Nursery School (-2) and EIC Lizartza Nursery School (-2).

Entry into force and signatories

The agreement will be published and will take effect the following day. Likewise, the Nursery Schools grant the management of the partnership the power to correct any errors that may be present in the approved lists.

The agreement was signed in Eibar on June 16, 2026. The signatories are MARÍA BEGOÑA PEDROSA LOBATO, president of the partnership, and IRUNE MUGURUZA MENDARTE, secretary.

This list is a fundamental tool for the partnership: it stabilizes the structure of positions, defines the language profile, and clarifies the conditions of the educational personnel working in 246 nursery schools. The publication provides legal security to both employees and families, and will be applicable from the day it enters into force.
