Haro reabre la exposición pública de la modificación del plan general

The Haro City Council has reopened the public exhibition of specific modification number 32 of the Municipal General Plan (PGM) within the scope of Sector S-5, promoted by Bodegas Ramón Bilbao, S.A. The Plenary of the Corporation, in the session of September 30, 2026, accepted the correction of the incidents detected by the Land Use and Urban Planning Commission of La Rioja (COTUR) and agreed to a new submission for public information for a period of 20 days. The agreement is published in the Official Gazette of La Rioja number 195, of October 9, 2026, section III, pages 17170 to 17173 (reference BOR-A-20261009-III–3794, file 202610070124845).

The file is processed under article 87.3 of Law 5/2006, of May 2, on Land Use and Urban Planning of La Rioja (LOTUR) and article 11 of the General Urban Planning Regulations of the current PGM of Haro. According to the agreement, the modification does not imply an increase in population density nor does it alter the percentages of housing subject to any public protection regime. The competent body for final approval is COTUR.

A file with six years of processing

Modification number 32 is the continuation of the urban operation initiated with specific modification number 29, definitively approved by the Plenary on November 29, 2019, which ordered a general system of more than 3,000 m² intended for vehicle parking and a pedestrian access toward the camino de los Venajos. The subsequent calendar of the file is as follows:

  • May 29, 2024: initial approval of specific modification number 32.
  • January 19, 2026: provisional approval by the Plenary and transfer to COTUR.
  • June 26, 2026: COTUR agreement in which deficiencies are observed.
  • July 1, 2026: transfer of the deficiencies to the City Council by the General Directorate of Urbanism and Housing of the Government of La Rioja.
  • July 14, 2026: transfer of the requirements to the promoter.
  • August 6, 2026: María José Nestares Eguizabal, on behalf of Bodegas Ramón Bilbao, S.A., presents the correction report.
  • August 21, 2026: request for correction from the General Directorate of Urbanism and Housing.
  • September 28 and 29, 2026: reports from the municipal architect and the Secretariat.
  • September 30, 2026: opinion of the Municipal Information Commission on Works, Urbanism, and Housing.

Change of classification and new public open space

The objective of the modification, according to the plenary agreement, is specified in four actions:

  • Change of classification for the remainder of cadastral plot 26071A504050770000PF, which changes from Undelimited Developable Land to Delimited Developable Land, with its inclusion in Sector S-5.
  • Extension of the delimitation of Sector S-5 with topographical adjustments, up to a total area of 32,683.77 m².
  • Modification of the configuration of the general system, which changes from being classified as a parking lot to Public Open Space, with a change of location.
  • Creation of a new type of General System of Public Open Spaces to facilitate new pedestrian routes.

The deficiencies of the COTUR and their correction

The COTUR requested clarification on the classification of the new general system, specification of the effect of topographical adjustments on uses and areas, and the correction of material errors. The developer responded that the cost of urbanization works amounts to 698,343.42 euros, compared to the 573,795.97 euros listed in other documents of the file. The error was located in plot 5077, as the strip of 1,289.55 m² now incorporated was not deducted; therefore, the area of the initial sector of modification number 29 should have been 30,150.45 m² and that of the current sector affected by modification number 32 is 31,440 m².

The file includes Resolution 103/2023, of December 4, from the General Directorate of Environmental Quality, Climate Change and Water, providing a favorable strategic environmental report; the favorable report from the Ministry of Economic Affairs and Digital Transformation dated January 29, 2026; and the favorable report from the municipal Comptroller’s Office dated July 4, 2025.

Allegations and next steps

The Plenary agreed, by unanimity of those present, to a new submission for public exhibition for 20 days through the publication of the agreement in the BOR, on the notice board of edicts, and on the municipal web board. Once the period has elapsed and any allegations that may arise have been resolved, a new provisional approval by the Plenary and the referral of the file to the COTUR will proceed. The agreement was signed in Haro on October 7, 2026, by the Mayor-President, Guadalupe Fernández Prado.

The decision directly affects the urban development of the surroundings of Sector S-5, where wine manufacturing and tertiary uses are concentrated, and opens a new period for neighbors and affected parties to submit allegations before the COTUR definitively resolves the planning.
