Treasury sets electoral subsidies for the November 29 elections
Por FactBox Admin

The Ministry of Finance has set the amounts of public subsidies intended to cover the electoral expenses of parties in the general elections of November 29, 2026. The decision is formalized in Order HAC/1062/2026, of October 7, published in the Official State Gazette (BOE) no. 250, of October 8, 2026, with reference BOE-A-2026-20962. The order enters into force on the day of its publication.
The calling of the elections derives from Royal Decree 806/2026, of October 5, on the dissolution of the Congress of Deputies and the Senate, which sets the electoral date for November 29. Article 175.4 of Organic Law 5/1985, of June 19, on the General Electoral Regime, requires these amounts to be updated via ministerial order within five days following the call for elections. The competence corresponds to the head of the Ministry of Finance by virtue of Royal Decree 1230/2023, of December 29.
The text signed by Minister Arcadi España García distinguishes three avenues of public funding: the subsidy based on electoral results, the maximum spending limit, and the specific aid for the direct mailing of propaganda to voters.
Subsidy per seat and per vote obtained
Article 1 of the order specifies the amounts that the State will pay to the formations contesting the elections to the Congress and the Senate:
- 21,167.64 euros for each seat obtained in the Congress of Deputies or in the Senate.
- 0.81 euros for each vote obtained by a candidacy for the Congress of which at least one member has secured a seat as a deputy.
- 0.32 euros for each vote obtained by each candidate who has secured a seat as a senator.
These amounts are applied in accordance with Article 175.1 of Organic Law 5/1985, as amended by Organic Law 2/2011, of January 28.
Spending limit and direct mailing of propaganda
Article 2 establishes the electoral spending ceiling for the elections to the General Courts: it results from multiplying 0.37 euros by the number of legal inhabitants of the constituencies in which each party, federation, coalition, or grouping presents a candidacy.
Article 3 adds an additional subsidy for the direct and personal mailing of envelopes, ballots, and electoral propaganda, in accordance with Article 175.3 of Organic Law 5/1985, as amended by Organic Law 1/2025, of January 2:
- 0.26 euros per voter in each constituency where a list has been presented for the Congress and the Senate.
- The aid is conditional upon the candidacy obtaining deputies or senators who form their own parliamentary group in either of the two chambers, or the necessary votes to do so.
- This amount remains outside the spending limit of Article 2, provided that the activity effectively carried out is justified.
No inflation adjustment except for postal delivery
The order explains that Law 2/2015, of March 30, on the de-indexing of the Spanish economy, prevents the updating of monetary values based on general price indices. For this reason, the subsidies in sections 1 and 2 of Article 175 of Organic Law 5/1985 are not updated, while the aid for direct mailing is revised according to the specific index for the “Postal and courier activities” sector, integrated into the Service Sector Price Index.
The regulation arrives five days after the call for elections and establishes the economic framework for the entire campaign: it determines how much public money the parties will receive based on their results and how much they can spend, a distribution that affects the equality of conditions between parties and which voters finance with their taxes.
