Tests, tribunal, and employment pool
The competitive examination phase is worth a maximum of 60 points and is eliminatory: a 30-question test with four alternative answers in 30 minutes (30 points, minimum 15) and a practical case study on works, maintenance, and water services (30 points, minimum 15). The merit phase adds up to 40 points: 25 for professional experience (0.75 points per month in local administration and 0.25 per month in regional or state administration) and 15 for academic merits and training (up to 3 points for qualifications and 0.10 points per course hour, with a maximum of 12). The final score may not exceed 100 points.
The tribunal will consist of five members appointed by the Mayor’s Office, in accordance with Article 60 of Royal Legislative Decree 5/2015. Those who do not pass the process will be added to an employment pool to cover vacancies and temporary substitutions, provided they reach a minimum score of 6 points; the pool is open and rotating, with notifications via telephone or email and 24 hours to formalize the contract.
The appointment must occur within 10 calendar days and be published in the Official Provincial Gazette; the assumption of office will take place in the following month. Against the rules, which exhaust the administrative route, a motion for reconsideration may be filed within one month before the Mayor’s Office or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Teruel.
The call for applications reinforces the municipal staff in a critical area for a small municipality, as the position assumes both the maintenance of infrastructure and public spaces as well as the management of the water service and the cemetery. The creation of an employment pool also adds a means of temporary coverage for future vacancies in the service.
