Gyeongnam aerospace park plan revised, extending construction to June 2027

The Ministry of Land, Infrastructure and Transport has approved the ninth revision of the industrial park plan for the Gyeongnam Aerospace National Industrial Park, pushing the final construction phase from December 2026 to June 2027. The decision, published as 국토교통부고시 제2026-586호 in Gazette No. 21349 of 28 October 2026, confirms a 1,653,887.3 ㎡ site split between Jinju and Sacheon and restates 492억 and 843억 won of support infrastructure for the two districts.

The revision was issued under Article 15 of the Special Act on Streamlining Industrial Complex Permitting (산업단지 인·허가 절차 간소화를 위한 특례법) and signed by the Minister of Land, Infrastructure and Transport on the same date. The park plan was first approved by 국토교통부고시 제2017-260호 on 2 May 2017 and has since been amended eight times, most recently by 제2025-544호 of 30 September 2025.

Third phase pushed back six months

The only scheduling change in the notice concerns the last stage of construction. The earlier timetable is retained for the first two stages, while the third is extended into the first half of next year:

  • Phase 1: 2017 to January 2025.
  • Phase 2: 2017 to September 2025.
  • Phase 3: 2017 to June 2027, previously December 2026.

Development stays a public project (공영개발방식). The implementing body, Korea Land and Housing Corporation (LH), is now represented by president 이성훈, who replaces 이한준; the corporation’s registered address remains 19 Chungui-ro, Jinju.

A 1.65 million ㎡ site in two cities

The notice lists the site area as unchanged at 1,653,887.3 ㎡, while the topographic-map schedule in the same document records the previous approved figure of 1,662,103.7 ㎡ — a reduction of 8,216.4 ㎡.

  • Jinju district: 826,100.5 ㎡ at Daechuk-ri, Jeongchon-myeon, Jinju, Gyeongsangnam-do; previously 834,559 ㎡.
  • Sacheon district: 827,786.8 ㎡ at Seonjin-ri, Sinchon-ri and Tongyang-ri, Yonghyeon-myeon, Sacheon; previously 827,544.7 ㎡.
  • Jinju landholding: 926 parcels, 95.0 per cent privately owned (789,550 ㎡).
  • Sacheon landholding: 1,076 parcels, 94.9 per cent privately owned (785,537 ㎡).

Jinju: 492억 won for roads, water and flood control

Support facilities for the Jinju district are budgeted at 492억 won, drawn from national and local funds:

  • Main access road: 0.18 km with two bridges, plus a secondary access road of 0.47 km with one intersection — 122억 won.
  • Water: distribution reservoir of 2,400 ㎥ per day (36억 won), intake mains of 3,700 m (14억 won) and 245 m of external distribution pipe (2억 won).
  • Sewerage: 2,050 m of connecting mains — 32억 won.
  • Flood control: a retention basin of 2,831 ㎥ per day (145억 won) and 2.55 km of the Daechuk stream with seven bridges (141억 won).

The text corrects an arithmetical error in the previous notice, stating that the total was misprinted as 551억 won and is properly 492억 won.

Sacheon: 843억 won, anchored by an aviation bridge

The Sacheon district carries the larger bill at 843억 won:

  • Sacheon Aviation Industrial Bridge: 11 m wide and 1,320 m long, including 850 m of bridge deck — 458억 won.
  • Seonjin intersection restructuring, with acceleration and deceleration lanes, four link expansions and 295 m of widened local road — 124억 won.
  • Water intake mains of 1,700 m — 15억 won.
  • Sewerage: 3,867 m of intercepting mains (25억 won) and a sewage pumping station handling 1,248 ㎥ per day of industrial and 517 ㎥ per day of domestic effluent (3억 won).
  • Flood control: a retention basin of 3,950 ㎥ per day — 218억 won.

Aviation remains the anchor industry

Tenant rules are untouched. Aviation is the primary sector — electrical equipment, other machinery, motor vehicles, other transport equipment, aircraft-parts repair and, in Jinju only, research and development — with chemicals, rubber and plastics, non-metallic minerals and primary metals as secondary growth sectors.

  • Jinju industrial land: 437,284.9 ㎡, 52.9 per cent of the district; aviation-related plots take 323,253.3 ㎡, or 73.9 per cent.
  • Sacheon industrial land: 542,576.6 ㎡, 65.5 per cent of the district; aviation-related plots take 381,072.5 ㎡, or 70.2 per cent.

The extension matters because it keeps state-funded roads, water and flood works on the critical path for the aerospace tenants already allocated plots, while the amended footprint and the corrected cost tables set the basis for landowner compensation and municipal budgeting in Jinju and Sacheon.
